City Council meeting of August 15, 2005 <br />Page 5 <br />DISCUSS HOST SITE AGREEMENT W/WASHINGTON COUNTY'S VOLUNTEER <br />INVESTMENT PROGRAM <br />At its July 18, 2005 meeting, Council listened to a presentation from Mary Rivard from the Washington <br />County Volunteer Investment Program. Council was supportive of the program and required additional <br />information the City's involvement in the program, which involves volunteers doing work for the City. <br />City staff reviewed the site agreement and found it to be satisfactory. The site agreement would allow <br />selected volunteers the opportunity to provide free labor to the City. <br />Miron made motion, Petryk seconded, approving the Host Site Agreement with Washington County for <br />use in its Volunteer Investment Program. <br />All aye. Motion Carried. <br />UPDATE ON BALD EAGLE SPORTSMAN'S ASSOCIATION <br />The Bald Eagle Sportsman Association completed a noise study, as was required by the City Council <br />during the review of the Conditional Use Permit this past winter. CD Director Bryan Bear explained the <br />noise study conducted by BESA, and stated they are preparing to install noise absorbing structures <br />around the rifle ranges. Neighbors adjoining the site are conducting their own noise study. No formal <br />Council action was taken. <br />REPORT ON OAKSHORE PARK ASSOCIATION MEETING HELD AUGUST 10, 2005 <br />As members of the Oakshore Park Homeowners Association, Council members Petryk and Granger did <br />not participate in discussion of this matter. City staff has continued to meet with representatives from <br />the Oakshore Park Association (OPA) regarding the proposed sale of the 10 -acre private Oakshore Park. <br />Included in discussions with City staff and City officials have been issues related to the improvements <br />to the gravel roads in the Oakshore Park development, as well as installation of public improvements. <br />The OPA held a special meeting on August 10", at which these issues were discussed. Nick Steckhahn <br />and Dave Black, representatives from the OPA Board, were present to provide Council with results and <br />an update on decisions reached at the meeting, which included an agreement to sell the park to the City <br />for $450,000. This amount would be credited for the public improvement project. <br />Miron made motion, Puleo seconded, directing staff to provide a more formal proposal for public <br />improvements in the Oakshore Park development for Council consideration. <br />VOTING AYE: Haas, Puleo, Miron <br />ABSTAINED: Granger and Petryk <br />Motion Carried. <br />UPDATE ON CONSTRUCTION OF ONEKA PARKWAY <br />At the last Council meeting, Council discussed with developers Len Pratt and Ray Pruban about the <br />possibility of stopping construction on Oneka Parkway to allow the road to be moved somewhat to the <br />west, at its northerly 550 ft. The westerly alignment would allow the Parkway to avoid impacting <br />
