City Council meeting of August 15, 2005 <br />Page 6 <br />wetlands as it is extended to the north. The staff has been working with the developers over the past two <br />weeks to find a solution. CD Director Bryan Bear updated Council with progress made to date on an <br />agreement to move the Parkway. <br />Miron made motion, Granger seconded, to approve the Development and Assignment Agreement <br />between the City of Hugo and Solid Ground Development. <br />All aye. Motion Carried. <br />Council again stated that they would be willing to hold a special Council meeting to resolve this matter, <br />at no cost to the developer. <br />U.S. CONGRESSMAN MARK KENNEDY SECURES FEDERAL FUNDING FOR CSAH 14/I - <br />35E INTERCHANGE <br />City staff received notification from U.S. Congressman Mark Kennedy's office that he has secured <br />$800,000 in federal funds to be used for the design engineering for the CSAH 14/I -35E interchange. <br />City staff has been in contact with field representative Johnna Kountz from Congressman Kennedy's <br />office and State Director Mark Matuska regarding a press conference to be held at the Hugo City Hall on <br />Friday, August 19, 2005 at 12 noon. <br />Miron made motion, Haas seconded, directing staff to post notice of the August 19, 2005 press <br />conference as a special City Council meeting. <br />All aye. Motion Carried. <br />DISCUSSION OF WASHINGTON COUNTY'S FIVE-YEAR CIP <br />Washington County is preparing its five-year Capital Improvements Program and is considering <br />including a rebuild of County Road 8A, east of Highway 61, within the program for construction in <br />2009. The County indicated that approximately $600,000 of City funds will be necessary for right-of- <br />way acquisition and City share in construction. <br />Granger made motion, Puleo seconded, indicating to Washington County the City of Hugo's interest in <br />including CR8, east of TH61, in the County's five-year CIP. <br />All aye. Motion Carried. <br />DISCUSSION OF DESIGN ENGINEERING PROPOSED FOR PUBLIC STREETS AND <br />IMPROVEMENTS <br />City staff discussed with Dave Hempel from Contractor Property Development Corporation (CDPC) a <br />proposal whereby the City would provide professional engineering services to design public <br />improvements in the future phases of the Victor Gardens subdivision, which would be similar to the <br />method utilized with the Goodview Avenue project.
