City Council meeting of October 17, 2005 <br />Page 2 <br />APPROVAL OF CLAIMS <br />Adoption of the Consent Agenda approved the claims roster for October 17, 2005 as presented. <br />APPROVE ANNUAL PERFORMANCE REVIEW FOR BUILDING DEPARTMENT <br />SECRETARY (EILEEN OTTNEY) <br />Eileen Ottney was hired as the City's new building department secretary/receptionist on October 18, <br />2004. Over the past year, Eileen has worked very hard in this position, demonstrating her <br />professionalism, strong work ethic, and dependability. Eileen has accepted her very heavy workload <br />with a calm and reassuring demeanor and strong desire to provide excellent customer service skills. <br />Adoption of the Consent Agenda approved the annual performance review for building department <br />secretary Eileen Ottney. <br />APPROVE TEXT AMENDMENT TO ALLOW COMMERCIAL KENNELS IN THE <br />GENERAL INDUSTRIAL DISTRICT <br />At its meeting of August 15, 2005, Council accepted the EDA's recommendation to approve a purchase <br />agreement for the sale of city owned properties in the Bald Eagle Industrial Park to Guy and Cindy <br />LaBarre, owners of the Oneka Pet Resort. Oneka Pet Resort is a commercial pet kennel that provides pet <br />pampering services and boarding facilities for the dogs and cats of pet owners. Under the current <br />ordinance, commercial kennels are permitted as accessory uses in the agricultural zoning district of the <br />city and may be allowed as a principle use in the long-term agricultural and restricted commercial zoning <br />districts by conditional use permit. The Bald Eagle Industrial Park is zoned general industrial and <br />commercial kennels are not listed as a permitted use in the district. <br />Granger made motion, Petryk seconded, to adopt ORDINANCE 2005-399 AMENDING COMP LAND <br />USE REGULATIONS ON COMMERCIAL KENNELS AND CUP IN THE GENERAL INDUSTRIAL <br />ZONING DISTRICT. <br />VOTING AYE: Granger, Haas, Petryk, Puleo, Miron <br />Motion Carried. <br />APPROVE SITE PLAN AND CUP FOR ONEKA PET RESORT IN BEIP 5TH ADDITION <br />The applicant is requesting site plan approval and a conditional use permit (CUP) to allow for the <br />construction of a 6,400 square foot building on property located on Fenway Boulevard Circle generally <br />to the east of Fenway Boulevard in the Bald Eagle Industrial Park. Guy and Cindy LaBarre of Oneka Pet <br />Resort purchased the property legally described as Lot 3, Block I of Bald Eagle Industrial Park, 5h <br />Addition from the City. According to the agreement, Oneka Pet Resort has until September 2006 to <br />construct a building on the site. The building is intended to serve as a commercial kennel, which is only <br />permitted in the general industrial district by a (CUP), contingent on the approval of a text amendment <br />by the City Council. <br />
