City Council meeting of October 17, 2005 <br />Page 3 <br />Granger made motion, Petryk seconded, to adopt RESOLUTION 2005-58 APPROVING A SITE PLAN <br />AND CUP FOR ONEKA PET RESORT LOCATED IN THE BEIP 5TH ADDITION. <br />VOTING AYE: Granger, Haas, Petryk, Puleo, Miron <br />Motion Carried. <br />APPROVE ASSESSMENT ROLL FOR 132ND STREET PAVING PROJECT <br />At its September 6, 2005 meeting, Council adopted Resolution 2005-51 calling for an assessment <br />hearing, which has been scheduled for October 3, 2005. The hearing was scheduled after the City <br />received a duly signed petition for the bituminous surfacing of 132nd Street, between the east line of <br />Goodview Avenue and to the west line of Henna Avenue, in the fall of 2003. On September 7, 2004, <br />Council awarded the bid for the project to North Valley, Inc. The feasibility report adopted on May 17, <br />2004, contained a project estimate of $345,000 of which $320,000 would be assessed on a developable <br />unit basis. Based on 39 developable units, the total assessment per unit was estimated at $8,205. Staff <br />announced that, due to an excellent bidding climate and project management oversight, the actual cost <br />has been decreased to $183,799.38 over a reduced assessable unit to 36.35 units, for an assessment per <br />unit of $5,056. After receiving public comment on the proposed assessment roll at the public hearing <br />held on October 3, 2005, Council tabled action until the October 17, 2005 meeting in order to allow City <br />staff and Mayor Fran Miron time to meet with resident Dean Stedt and The Garden owner, Robert <br />Bilotta. As of this date, Mr. Bilotta had not contacted the City about his willingness to participate in the <br />assessment for the project. <br />Petryk made motion, Granger seconded, to adopt RESOLUTION 2005-59 ADOPTING THE <br />ASSESSMENTS FOR THE 132ND STREET PAVING PROJECT. <br />VOTING AYE: Granger, Haas, Petryk, Puleo, Miron <br />Motion Carried. <br />DISCUSSION OF SAVE THE WATER TOWER PETITION (KATIE RIOPEL) <br />At its September 19, 2005 meeting, Council tabled action on the quotes received for demolition of Water <br />Tower #1. City staff was directed to survey residents in a manner that would allow Council the <br />opportunity to gauge citizen interest in preserving the tower. Staff completed a survey questionnaire for <br />preserving or demolishing the tower and has posted it on the City's website, along with an email address <br />in order to statistically quantify and engage citizen interest. Staff also included the survey question on <br />the City's utility bill, which was distributed last week. As a result, the survey work is not complete. <br />Resident Katie Riopel presented Council with petitions on which she requested citizens sign their names <br />expressing interest in preserving the water tower. Because the City's citizen survey is not complete, no <br />formal Council was taken. <br />CITIZEN LITIGATION REGARDING RICE LAKE WEIR <br />To avoid a possible conflict of interest, Mayor Fran Miron passed the gavel to acting Mayor Becky <br />Petryk.
