City Council meeting of February 17, 2004 <br />Page 4 <br />municipality may apply for a variance to the policy thereby allowing the county to participate in an <br />amount of 45% of the cost. Platting authority still lies with the City, but the county would contribute <br />45% of right-of-way acquisition cost. <br />Haas made motion, Petryk seconded, directing the City Administrator to send an official letter to <br />Washington County requesting a formal variance to the City's right-of-way acquisition policy <br />consistent with the terms and conditions contained therein with the county's policy. <br />All aye. Motion Carried. <br />REVIEW SURVEY OF MIXED HOUSING SUPPLY (COMPARABLE CITIES) <br />At its annual goal setting session on January 12, 2004, Council directed staff to research and prepare a <br />survey of cities and the comparable number of single family and multiple dwelling units. The City's <br />building department undertook the research and surveyed a number of comparable communities, <br />taking into account, those currently experiencing an increase in housing; four other communities <br />located in Washington County, and other metro communities of high growth. A statistical analysis of <br />the housing information prepared by the building department staff indicates that there is a dramatic <br />increase in not only the construction of single family housing, but also the construction of townhome <br />developments, which has seen a market -share increase over the past three years. City Administrator <br />Mike Ericson provided a brief overview on how the data was collected by the building department. <br />City Planner Kendra Lindahl provided a Power Point presentation on issues related to the diversity of <br />housing choices. The change is reflective of aging baby boomers and increased land costs. She <br />reminded Council that they still have discretion in approving PUD's where there is a mix of single <br />family and townhomes. Council asked questions and directed staff to prepare a survey of housing <br />valuations for new housing stock. <br />CONCEPT PLAN REVIEW FOR POWERS' PROPERTY (LEN PRATT) <br />Developer Len Pratt requested an opportunity to discuss with Council a concept plan for development <br />of the Powers' property, which is an 80 -acre piece immediately adjacent to Elmcrest Avenue and <br />immediately west of the new elementary school site. Len has requested this opportunity to discuss <br />with Council his development plans for the property, which he will share with Centex Homes. Len <br />stated that he will be bringing in a 40 -acre piece of the Neeser property making his plat a total of 120 <br />acres. His plan highlighted 14 acres of woods to be preserved with a trail through it to the new <br />elementary school site. He would donate approximately 10 acres to the City for the new school. The <br />overall density would be 2.6 housing units per acre. Council encouraged him to work with Centex to <br />keep up the quality and architectural standards for the townhomes. Council also encouraged him to <br />hold a neighborhood meeting, which he said he would do. <br />APPROVE COUNCIL MEETING FOR WEDNESDAY, MARCH 17.2004 FABLE HILL <br />BRIDGE DEDICATION AT NOON <br />Developer Len Pratt requested Council attendance at a bridge dedication for the new Fable Hill <br />subdivision on Wednesday, March 17, 2004 at noon. City staff requested Council interest in attending <br />this so that the meeting may be publicly noticed. <br />
