City Council meeting of February 2, 2004 Page 3 AUTHORIZE ADVERTISEMENT FOR BIDS FOR THE NEW PUBLIC PW FACILITY SITE WORK At its January 20, 2004 meeting, Council approved the plans and specifications for the construction of a new public works facility. Consistent with the recommendation from the Public Works Building Committee, Council agreed to spec out separately the equipment for the interior of the facility and all site work, including installation of a well and septic system. City staff has prepared specifications for the necessary site work and seeks authorization from Council to proceed. Adoption of the Consent Agenda authorized the advertisement for bids for the site work for the new public works facility, which will be located on the western edge of the Rice Lake Park property. APPROVE FEBRUARY 17.2004 AS COUNCIL'S REGULAR SECOND MEETING OF THE MONTH The holiday President's Day falls on Monday, February 16, 2004. Adoption of the Consent Agenda approved the rescheduling the 2nd meeting of February to Tuesday, February 17, 2004 at 7:00 pm. APPROVE CHARITABLE GAMBLING PERMIT FOR INDIANHEAD SCOUTING Indianhead Scouts made application to the City for a lawful gambling permit to conduct a raffle at Wild Wings on October 5, 2004 as a fund raiser for the annual pheasant hunt. Adoption of the Consent Agenda approved the lawful gambling permit for Indianhead Scouting to hold a raffle at Wild Wings on October 5, 2004. PUBLIC MEETING ON STORM WATER POLLUTION PREVENTION PLAN (SWPPP) This public meeting was held to present and discuss the City's Storm Water Pollution Prevention Plan (SWPPP). The SWPPP is a federal requirement for the City's NPDES permit. Public Works Director Chris Petree and Senior Engineering Technician Scott Anderson provided a Power Point presentation regarding the Best Management Practices (BMP's) that the City has begun, and will be engaging in, as a result of implementing the SWPPP. There were no oral or written comments offered regarding this matter. ANALYSIS OF HARDWOOD CREEK REHABILITATION REPORT (PETE WILLENBRING) At its January 20, 2004 meeting, Council listened to a presentation from Water Resource Engineer Pete Willenbring from WSB Engineers, as he provided a brief overview of the draft Hardwood Rehabilitation Report prepared by Emmons and Olivier Resources Engineers for the RCWD. Council directed Pete to prepare a draft letter of an analysis of EOR's draft report for its review. Phil Belfiori from WSB Engineers provided an explanation of Pete's analysis of the draft report for Council to consider. Council discussed this matter at length, and made changes to the draft letter for submittal to the RCWD. Haas made motion, Puleo seconded, to approve the letter to the RCWD, along with Attachments "A" and `B", as modified by Council, and directed staff to send to appropriate agencies. All aye.
