Motion Carried. <br />CSAH 8/14 ROAD PROJECT (STAGING PROPOSAL) <br />At the CSAH 8/14 Project Management Team (PMT) meeting on February 19, 2004, members <br />discussed the suggestion from Anoka County for staging of the construction of the project. Staging <br />would include the shutting down of the road for pass-through traffic, at an expected savings of up to <br />10%. The PMT directed City Administrator Mike Ericson to make a formal request to the City <br />Council for its interest and its support of a staging proposal in order to save construction costs. <br />Haas made motion, Puleo seconded, directing the City Administrator to formally notify the Project <br />Management Team that the City does not support a staging proposal of the CSAH 8/14 realignment <br />project. <br />All aye. Motion Carried. <br />REVIEW CITY CODE VIOLATION AT 16837 FOREST BLVD. <br />On November 19, 2003, Code Enforcement Officer John Benson responded to a complaint at 16837 <br />Forest Boulevard regarding numerous unlicensed vehicles being stored on the property. Since that <br />time, three letters were sent to Mr. Maslowski, two of which were delivered in person by Washington <br />County Deputy Donovan Bump, requesting that the property be brought into compliance with City <br />code. On February 13, 2004, a certified letter was sent to Mr. Maslowski regarding the violations. It <br />should be noted that the letter was returned to the City unopened. <br />Haas made motion, Puleo seconded, to table this matter to allow staff additional time to resolve the <br />nuisance violation in an effort to avoid litigation. <br />All aye. Motion Carried. <br />UPDATE ON RAILROAD SPUR INTO SCHWIETERS 4TH BUILDING IN THE BEIP <br />On Tuesday, February 17, 2004, City staff met with representatives from the Army Corps of <br />Engineers, Washington Conservation District, RCWD, and John and Joel Schwieters regarding the <br />construction of a railroad spur into their proposed fourth building, at a point near the property line with <br />Nor -Lakes. Phil Belfiori from WSB Engineers facilitated the meeting, at which Council member <br />Chuck Haas attended on behalf of the City Council. A memorandum from Phil Belfiori was included <br />in the Council packet, and City Engineer Jay Kennedy provided an update on this project. The <br />regulatory agencies support the construction of the railroad into the Schwieters' fourth building site. <br />No formal Council action was taken on this matter. <br />
