City Council meeting of June 7, 2004 <br />Page 7 <br />the system over a period of time. The Contract does not guarantee any specific sewer capacity; rather, it <br />allows the City capacity consistent with its Comprehensive Plan. The MCES selected a consultant to <br />assist them with developing both short- and long-term improvements to their system to allow the City <br />and surrounding communities the capacity they need to grow in accordance with their approved <br />Comprehensive Plans. City staff expects an update from the MCES regarding the proposed <br />improvements in the near future, and will provide another update to Council at that time. Council <br />discussed this issue at length, and directed staff to meet with MCES representatives, at their office, to <br />resolve City issues. On behalf of the City Council, Chuck Haas and Frank Puleo will accompany City <br />staff to the meeting. <br />CARNELIAN MARINE WATERSHED DISTRICT (CMWD) <br />At its May 3, 2004 meeting, the City Council adopted resolutions and ordinances that allowed the City to <br />assume the local governing unit (LGU) status from the Rice Creek Watershed District (RCWD). The <br />City Council requested information regarding the City's LGU status within the Brown's Creek <br />Watershed District and Carnelian Marine Watershed District. Staff included a memo in the Council <br />packet from Phil Belfiori regarding this issue, and in summary, the City already has LGU authority <br />within the other two watershed districts. This item was for informational purposes only; no specific <br />action by the City Council is required. <br />UPDATE ON GOODVIEW AVENUE DESIGN AND CONSTRUCTION SCHEDULE <br />At its specially -called meeting on Monday, May 24, 2004, the City Council discussed the Diamond Point <br />West residential subdivision as it relates to the construction of Goodview Avenue. The City Council <br />specifically requested additional information regarding the design elements and schedule for completing <br />the improvements, which had initially been proposed for the winter of 2003/2004. The project is <br />scheduled to occur during the winter of 2004/2005, now that the Development Agreement for Diamond <br />Point West has been approved. City Engineer Jay Kennedy presented Council with an update on the <br />design and construction schedule for the reconstruction of Goodview Avenue. No formal Council action <br />was taken. <br />ROADSIDE VEGETATION MOWING SCHEDULE <br />PW Director Chris Petree received a comment from a resident regarding concern for mowing of the <br />ditches in the City. As Council is aware, this function was formerly provided by the Washington County <br />Highway Department, which, at best, was able to mow the ditches twice a summer season. As Council <br />is aware, the past practice had been up to three times during the summer months, which would allow for <br />the improvement of viewing along roadsides and at intersections. The PW department was able to begin <br />the mowing schedule during the normal mowing schedule and provided a recommendation that Council <br />formally adopt the proposed roadside vegetation mowing schedule provided by the PW Director. Since <br />the City has a significant amount of roads and streets in rural areas, the schedule was drafted in strict <br />accordance with Minnesota State Statute, which provides for the mowing of side slopes, and not the <br />ditch bottoms, as was suggested by the concerned resident. (MAYOR MIRON ARRIVED AT 8:35PM.) <br />Haas made motion, Petryk seconded, to approve the roadside vegetation mowing schedule as presented <br />by the Public Works Director Chris Petree. All aye. Motion Carried. <br />
