City Council meeting of June 7, 2004 <br />Page 8 <br />APPROVE CUP AMENDMENT FOR WAGNER'S GREENHOUSE <br />Wagner Partners Limited Partnership applied for a Conditional Use Permit Amendment to extend the <br />deadline for construction of additional greenhouses to be located at 4860 Frenchman Road. Their <br />current CUP requires the greenhouse to be built by December 31, 2004 and Scott Wagner would like to <br />extend that deadline to December 31, 2006. The Planning Commission considered the CUP amendment <br />at its meeting on May 13, 2004, and unanimously recommended approval. Council member Haas <br />expressed concem that the Wagner property was designated "green acres" and would not be obligated to <br />participate in costs associated with possible road improvements to Everton Avenue. Mayor Miron stated <br />that "green acre" assessments are only delayed, along with accruing interest, and not exempt. <br />Puleo made motion, Miron seconded, to adopt RESOLUTION 2004-43 A RESOLUTON APPROVING <br />AN EXTENSION OF TIME FOR WAGNER GREENHOUSE FOR CONSTRUCTION OF <br />ADDITIONAL GREENHOUSES AT 4860 FRENCHMAN ROAD. <br />VOTING AYE: Granger, Haas, Petryk, Puleo, Miron <br />Motion Carried. <br />AUTHORIZATION TO PREPARE CONCEPT PLAN FOR OAKSHORE PARK FOR A CITY <br />PARK (LAURIE MCROSTIE) <br />City Attorney stated that Council members and residents of Oakshore Park, Becky Petryk and Mike <br />Granger, can participate in discussion on this issue. At its May 12, 2004 meeting, the Parks Commission <br />reviewed with landscape architect Laurie McRostie, its desire to purchase the privately owned 10 -acre <br />Oakshore Park, next to the Woods of Bald Eagle residential subdivision. The Commission is very <br />interested in the purchase of the park, and desires a concept plan, which will be prepared by Laurie <br />McRostie at a cost of $960, plus expenses. Parks Commissioner Pete Pedersen explained the Parks <br />Commission's reasoning for their request for a concept plan. Pete felt it important to have something in <br />hand to describe City plans for the park to the Oakshore Park Association. <br />Miron made motion, Granger seconded, to approve the development of a concept by landscape architect <br />Laurie McCrostie for Oakshore Park, at a cost of $960 plus expenses. <br />All aye. Motion Carried. <br />CSAH 8/14 PROJECT UPDATE <br />Washington County Transportation Manager Sandy Cullen, City Engineer Jay Kennedy, and City staff <br />provided Council with an update regarding the CSAH 8/14 realignment project. The primary focus for <br />the discussion was the following: <br />Project status/schedule <br />Final plans for the connection of County Road 8 at Highway 61 and St. John the Baptist Church <br />Plans for the at -grade railroad crossing of the BN/SF tracks west of Highway 61, which was <br />approved by the Administrative Law Judge earlier this year <br />
