City Council meeting of September 7, 2004 <br />Page 6 <br />Victor Garden Blvd. Staff reported on the response letter received from Washington County <br />Transportation engineer Wayne Sandberg. No formal City Council action was taken. <br />CSAH 8/14 PROJECT UPDATE <br />At its August 26, 2004 meeting, the CSAH 8/14 Project Management Team met for its regularly <br />scheduled monthly meeting. Committee members discussed the connection of CSAH 8 to TH61 and the <br />necessary right-of-way, which will be needed to improve TH61 for increased land width next to St. John <br />the Baptist Church. PMT members met the previous week on August 18, 2004 with members of the <br />Washington County HRA, representing Muller Manor, and Roland Stricklin, representing St. John's. <br />Sidewalk snow removal may be an issue for the church and City to address. Council concurred that the <br />City should be responsible for snow removal on the sidewalk in front of the church, next to TH61. <br />HARDWOOD CREEK REHABILITATION PROJECT UPDATE <br />On May 17, 2004 the RCWD published an EAW for the Hardwood Creek rehabilitation project. City <br />staff discussed the content of the EAW at a June 29, 2004 meeting with RCWD staff and consultants. <br />This meeting was held approximately one week after the end of the EAW comment period. At this <br />meeting, attendees observed that the project described by the EAW was not consistent with the project <br />that had been supported by the Council at previous meetings. Based in part on direction provided at this <br />meeting, past actions by the Council, and the observation that the EAW comment period was past due, a <br />letter on behalf of the City was prepared and forwarded to the RCWD staff without Council review and <br />approval. Since the letter was forwarded to the District, the RCWD staff has expressed concern over its <br />content. A copy of the letter forwarded to RCWD was included for Council consideration. Pete <br />Willenbring from WSB Engineers was present to discuss content of the letter and obtain direction from <br />the Council regarding their current position relative to the comments made in the letter, and the need for <br />providing changes or clarifications to its content. <br />Miron made motion, Granger seconded, directing staff to send a letter to the RCWD stating that previous <br />letters do convey the City's position on the EAW for the Hardwood Creek rehabilitation project, and <br />further direct City staff to be in attendance at the RCWD Board of Managers' EIS Scoping Meeting <br />regarding the Hardwood Creek Repair project to be held on September 29, 2004. <br />All aye. Motion Carried. <br />Resident John Waller submitted a copy of a letter to the RCWD on this issue. <br />DOWNTOWN REDEVELOPMENT PLAN <br />CD Director Bryan Bear and Kendra Lindahl from Landform discussed with Council the next steps in <br />preparing a final downtown redevelopment plan, which had been last presented publicly on June 28, <br />2004, to residents and business owners in the City. The City should now conduct a market study and <br />prepare design guidelines. Bryan reported that the City was awarded a Metropolitan Council Livable <br />Communities Grant, in the amount of $45,000, and this grant money will be used to facilitate these next <br />steps. <br />
