City Council meeting of October 18, 2004 <br />Page 2 <br />80 -acre parkland were reviewed, along with concept plans for the location of the tanks in the BEIP. The <br />Parks Commission discussed this matter and recommended that the City locate the tanks in the industrial <br />park rather than the City's park land. Bill Moore, Director of MCES, was present to discuss with <br />Council the very latest efforts of MCES engineers and engineering consultants, CDM, to find a solution. <br />Mr. Moore reviewed the sites available and outlined the advantages for locating the tanks in the <br />industrial park rather than City park land. The MCES would be willing to lease approximately 3 '/2 <br />acres, with the remaining 3 '/2 acres available for an alternate use. Mr. Moore presented two potential <br />locations with the City's park land; the northeast corner of the park and the southeast corner of the park. <br />Mr. Moore was concerned with the northeast park site because of potential unknown wetland and soil <br />problems that could result in a time delay for getting the project started. Developer Len Pratt addressed <br />Council about the north east site and suggested the following: sell wetland credits; soil tests be <br />conducted on the site; conduct floodplain analysis; get overview of wetland bank; and MCES make <br />application for a CUP for both sites. After Council discussion, Council concurred that the north east <br />corner of the park was their preference, and agreed that Council do whatever it can to expedite the <br />process. <br />Haas made motion, Granger seconded, directing the City Engineer to investigate the wetland <br />implications related to the park land site. <br />All aye. Motion Carried. <br />APPROVAL OF CLAIMS <br />Adoption of the Consent Agenda approved the claims roster for October 18, 2004 as presented. <br />APPROVE FLOODPLAIN PERMIT FOR GOODVIEW AVENUE <br />At its October 4, 2004 meeting, Council approved the construction plans and Wetland permit application <br />of the Goodview Avenue Improvement Project. Adoption of the Consent Agenda approved the <br />
