City Council meeting of October 18, 2004 Page 2 80 -acre parkland were reviewed, along with concept plans for the location of the tanks in the BEIP. The Parks Commission discussed this matter and recommended that the City locate the tanks in the industrial park rather than the City's park land. Bill Moore, Director of MCES, was present to discuss with Council the very latest efforts of MCES engineers and engineering consultants, CDM, to find a solution. Mr. Moore reviewed the sites available and outlined the advantages for locating the tanks in the industrial park rather than City park land. The MCES would be willing to lease approximately 3 '/2 acres, with the remaining 3 '/2 acres available for an alternate use. Mr. Moore presented two potential locations with the City's park land; the northeast corner of the park and the southeast corner of the park. Mr. Moore was concerned with the northeast park site because of potential unknown wetland and soil problems that could result in a time delay for getting the project started. Developer Len Pratt addressed Council about the north east site and suggested the following: sell wetland credits; soil tests be conducted on the site; conduct floodplain analysis; get overview of wetland bank; and MCES make application for a CUP for both sites. After Council discussion, Council concurred that the north east corner of the park was their preference, and agreed that Council do whatever it can to expedite the process. Haas made motion, Granger seconded, directing the City Engineer to investigate the wetland implications related to the park land site. All aye. Motion Carried.
