City Council meeting of October 18, 2004 <br />Page 4 <br />APPROVE AMENDMENT TO CITY ORDINANCE TO ALLOW BI -WEEKLY SINGLE SORT <br />RECYCLING <br />At its October 4, 2004 meeting, Council listened to a presentation from Gary Boyum, marketing <br />manager for Waste Management. Gary discussed with Council the new single -sort method of recycling <br />introduced by Waste Management more than one year ago, whereby residents use a green 90 -gallon <br />container in which they place all of their recyclables. Council agreed to amend the City ordinance to <br />allow bi-weekly single -sort recycling, where the current ordinance prescribes weekly recycling. <br />Adoption of the Consent Agenda adopted Ordinance 2004-394, which approves bi-weekly single -sort <br />recycling. <br />APPROVE CHARITABLE GAMBLING LICENSE FOR ST. JOHN'S CHURH BINGO <br />LICENSE) <br />St. John the Baptist Church made application to the City for approval of a charitable gambling license <br />for them to hold their Thanksgiving turkey bingo on November 20, 2004. City staff reviewed the <br />application and found it to be satisfactorily complete. Adoption of the Consent Agenda approved the <br />charitable gambling license for St. John the Baptist Church to hold a turkey bingo on November 20, <br />2004. <br />PROPOSAL FROM HBA FOR REPAIRS TO OLD CITY HALL (KATIE RIOPEL) <br />HBA president Katie Riopel requested an opportunity to discuss with Council her proposal for repairs to <br />the old City Hall, which she would like to convert into a youth activity facility, as well as for additional <br />use by the Hugo Lions. As Council is aware, the old City Hall has many building deficiencies that have <br />been outlined in a memo prepared by PW Director Chris Petree. Katie acknowledged that repairing the <br />old City Hall would not be feasible and questioned whether the old Stock Lumber site would have an <br />area that they could be used for the youth activities. <br />Miron made motion, Haas seconded, directing PW Director Chris Petree to work with Stock Lumber <br />property owners to determine if they had an interim site for youth activities. <br />All aye. Motion Carried. <br />Council member Frank Puleo suggested that the Parks Commission consider the old City Hall site as a <br />potential site for City youth activities and use by Hugo Lions. <br />ASSESMENT HEARING CONTINUATION FOR PELOOUIN INDUSTRIAL PARK P.I. <br />PROJECT <br />At its specially called meeting at 9:00 am on October 8, 2004, Council accepted testimony and <br />information from two attorneys representing four property owners in the Peloquin Industrial Park. After <br />accepting the information, Council agreed to continue the assessment hearing to the Council's next <br />regular meeting on Monday, October 18, 2004. Because City appraiser Jerry McKinzie could not change <br />his figures based on information provided to him, City Attorney Dave Snyder recommended Council <br />adopt the resolution allocating the assessments to benefited properties.
