City Council meeting of October 18, 2004 <br />Page 5 <br />assessment hearing. Property owner Paul Glamos questioned whether his written objection was still <br />adequate, with an affirmative reply. Mayor Miron then closed the hearing for Council discussion. <br />Miron made motion, Haas seconded, to adopt RESOLUTION 2004-77 ADOPTING ASSESSMENTS <br />FOR THE PELOQUIN AND HIGHWAY 61 PUBLIC IMPROVEMENT PROJECT. <br />VOTING AYE: Granger, Haas, Petryk, Puleo, Miron <br />Motion Carried. <br />APPROVE COOPERATIVE AGREEMENT TO MNDOT FOR TRAFFIC SIGNAL AT 130 <br />STREET & TH61 <br />At its October 4, 2004 meeting, Council scheduled a neighborhood meeting for October 25, 2004 with <br />residents living near the intersection of 130' Street and TH61, at which a request for a traffic signal will <br />be discussed. In order to meet the submittal deadline to MnDOT for a Cooperative Agreement funding, <br />City Engineer Jay Kennedy recommended Council authorize staff to submit the attached Cooperative <br />Agreement application, which MnDOT will review for warrants. Council member Granger stated that <br />the problem time is from 6:30 am to 8:00 am. <br />Granger made motion, Petryk seconded, to adopt RESOLUTION 2004-78 REQUESTING FUNDING <br />FROM MNDOT THROUGH THE MUNICIPAL AGREEMENT PROGRAM (13e STREET). <br />VOTING AYE: Granger, Haas, Petryk, Puleo, Miron <br />Motion Carried. <br />Staff was directed to place signalization of 147" Street/TH61 on the Council's goals and priorities for <br />2005. <br />PROPOSED RAILROAD SPUR INTO BALD EAGLE INDUSTRIAL PARK <br />At its October 4, 2004 meeting, Council received an update from City staff regarding the proposed <br />railroad spur into the BEIP. Staff noted that a redesign of the spur was suggested at a meeting with City <br />staff and John Schwieters in an effort to provide a more cost effective and simpler design. Mr. <br />Schwieters's engineer completed a site survey with topographical information, which has been <br />incorporated into a revised railroad spur design. City staff will present to Council a definite cost at its <br />meeting of November 1, 2004. No formal Council action was taken. <br />JOINT MEETING W/COUNCIL AND PLANNING COMMISSION REGARDING RURAL & <br />OPEN SPACE COMMITTEE RECOMMENDATION <br />At a specially called meeting on Monday, October 11, 2004, Council met jointly with the Planning <br />Commission members of the Rural & Open Space Committee to discuss the final report from the <br />committee. CD Director Bryan Bear presented a Power Point presentation of the work that culminates <br />two years of meeting with committee members and various land use officials. After discussion, Council <br />agreed to place this issue on its regular meeting agenda on October 18'" in order to schedule a public <br />informational meeting for residents living in rural Hugo. <br />
