City Council meeting of November 1, 2004 <br />Page 5 <br />Miron made motion, Petryk seconded, directing City staff to work with MCES officials to review <br />development data to confirm sewer capacity, and send a letter to the City of Forest Lake thanking them <br />for their efforts in remedying illegal inflow infiltration. <br />All aye. Motion Carried. <br />Miron made motion, Haas seconded, directing City staff to send a letter to the Metropolitan Council <br />indicating support for MCES's efforts to review the storage tank issue and thank them for their <br />cooperation. <br />All aye. Motion Carried. <br />UPDATE ON NEIGHBORHOOD MEETING OF 10/25/04 RE TRAFFIC SIGNAL AT 130M <br />STREET & TH61 <br />On Monday, October 25, 2004, Council held a public informational meeting at the Hugo Fire Hall, with <br />residents living near the intersection of 130td Street and TH61. More than 80 residents listened to a <br />presentation from City Engineer Jay Kennedy and Chuck Rickert from WSB Engineers, who explained <br />the proposed improvements to the intersection, which would include the installation of a traffic signal. <br />They explained that a Cooperative Agreement Application had been forwarded to MnDOT for joint <br />funding of the improvements. Rick Amebeck from MnDOT shared with attendees the MnDOT <br />requirement that the intersection must meet five of eight deficiency warrants, and currently, the <br />intersection only meets three. Mayor Miron facilitated the rest of the meeting and answered a multitude <br />of questions from residents. There were three issues expressed that could be addressed prior to the <br />official response from MnDOT on the Cooperative Agreement Application: residents 1) requested better <br />lighting at the intersection; 2) requested that the speed limit be reviewed and suigested a reduction in the <br />speed limit; and 3) requested proper signage for right turn only on TH61 at 130 Street be enforced by <br />Minnesota State Patrol, with necessary signage and no use as a by-pass vehicles are turning left at 13& <br />Street heading north. <br />Miron made motion, Granger seconded, directing staff to send a letter to Rick Amebeck from MnDOT <br />requesting them to review the three issues for relevance and action. <br />All aye. Motion Carried. <br />SCHEDULE COUNCIL WORKSHOP OF PROPOSED 2005 CITY BUDGET & 2005-2010 <br />STORM WATER CIP <br />At its September 6, 2004 meeting, Council adopted a proposed 2005 City budget and set the City's <br />proposed tax levy for 2005. The proposed tax levy included a frozen, no increase, and urban tax rate for <br />2005. <br />Granger made motion, Petryk seconded, to schedule a Council workshop for Friday, November 19, 2004, <br />at 8:30 am, to review the proposed 2005 City budget and the 2005-2010 storm water capital <br />improvements program. <br />All aye. Motion Carried. <br />
