City Council meeting of November 1, 2004 <br />Page 6 <br />VARIANCE FOR GARAGE SIZE AT 5995138' STREET NORTH (HANKEE) <br />Diane & Mike Hankee of 5995 138h Street requested a variance to locate a garage addition eight feet <br />from the side property line where a ten -foot setback is required by ordinance. There is currently an <br />attached 440 square foot garage on the property. The applicant would like to construct a 13' x 22' <br />addition that would encroach two feet into the required 10 foot side yard setback. The Board of Zoning <br />Adjustments considered this application at their meeting on October 14 and it was forwarded to Council <br />without a recommendation. City staff recommended denial of the request based on criteria outlined in <br />the draft Findings of Fact. Mike Hankee addressed Council explaining his reasons and need for the <br />proposed addition. <br />Puleo made motion, Haas seconded, to adopt RESOLUTION 2004-81 APPROVING FINDINGS OF <br />FACT DENYING A VARIANCE FOR A SIDE YARD SETBACK FOR A GARAGE ADDITION AT <br />5995 138TH STREET with addition of Condition #5: The request will change the character of the <br />neighborhood. <br />VOTING AYE: Granger, Haas, Petryk, Puleo, Miron <br />Motion Carried. <br />REQUEST FOR NEIGHBORHOOD MEETING ON EMERGENCY MANAGEMENT PLAN <br />City staff received a letter from a resident living in the Woods of Bald Eagle Townhome Association, <br />who is very interested in having a neighborhood meeting to share with residents the City's emergency <br />management plan, which was adopted in 2003 by the Hugo City Council. Mayor Fran Miron, Fire Chief <br />Jim Compton, and City Administrator Mike Ericson discussed this issue and presented it to Council for <br />inclusion as a 2005 City goal and/or scheduling of a town -style meeting at which the City's emergency <br />management plan would be presented. <br />Granger made motion, Puleo seconded, directing staff to work with the Fire Chief and schedule a <br />neighborhood meeting for sometime in January/February 2005 in the City's new Rice Park Community <br />Room located in the new public works facility. <br />All aye. Motion Carried. <br />TRAFFIC SIGNAL AT 147TH STREET AND TH61 <br />Duane Bengston addressed Council stating the need for a traffic signal at said intersection. He stated if a <br />traffic signal could not be installed soon, then could 4 -way stop signs be installed. Mayor Fran Miron <br />and City Engineer Jay Kennedy stated that the City was well aware of the traffic hazard at that <br />intersection and explained the delay was due to the downtown redevelopment plan and traffic study. Jay <br />also informed Mr. Bengston that MnDOT would probably say no to a 4 -way stop sign request on the <br />main thoroughfare. <br />Puleo made motion, Petryk seconded, directing City staff to contact MnDOT regarding installation of 4 - <br />way stop signs at 147h Street and TH61 and provide Mr. Duane Bengston with a copy of MnDOT's <br />response. All aye. Motion Carried. <br />
