City Council meeting of November 15, 2004 <br />Page 5 <br />APPROVE FINAL DRAFT OF RICE LAKE PARK FEASIBILITY STUDY <br />Scott Ward of Stevens Engineers prepared the final draft of the Rice Lake Park feasibility study, <br />including the changes as recommended by the Park Commission and City Council. The Park <br />Commission approved the final draft of the Rice Lake Park feasibility study at their November 10, 2004 <br />meeting. Because Council member Granger was absent from the meeting: <br />Puled made motion, Haas seconded, to table this matter until the meeting of December 6, 2004. <br />All aye. Motion Carried. <br />APPROVE LANDSCAPE ORDINANCE AMENDMENT <br />The Planning Commission expressed a desire to update the landscape requirements in the City Land Use <br />Regulations. Earlier this year, City Planner Kendra Lindahl met with Councilmember Puleo and <br />Commissioner Malaski to identify key issues and make recommendations on ordinance amendments. <br />The ordinance amendments were presented to the Planning Commission at a public hearing on October <br />14, 2003 with no speakers at the hearing. Council member Haas removed this item from the Consent <br />Agenda to solicit input from Council member Puleo. Puleo requested removal of silver maples from the <br />ordinance and insert Norway maples. <br />Haas made motion, Petryk seconded, to adopt ORDINANCE 2004 -AMENDING THE TEXT OF <br />SECTION 1175-140.1 (LANDSCAPING) OF THE HUGO ZONING ORDINANCE. <br />VOTING AYE: Haas, Petryk, Puleo, Miron <br />Motion Carried. <br />APPROVE RAILROAD SPUR INTO THE BALD EAGLE INDUSTRIAL PARK <br />At its October 18, 2004 meeting, Council listened to a presentation from City staff regarding its work on <br />the redesign of the railroad spur into the Bald Eagle Industrial Park. Since that time, railroad engineer, <br />Dave McKenzie from SEH Engineers, completed the cost estimates for the redesign of the railroad spur. <br />CD Director Bryan Bear provided a Power Point presentation that outlined the history of the project, as <br />well as construction specifics. City Attorney Dave Snyder discussed the proposed agreement and its <br />exhibits that will need to be executed in order to complete the project. Dave stated that the agreement <br />was in order to be approved, after a few non -substantive changes were made. <br />Miron made motion, Puleo seconded, to approve the Principal Agreement and accompanying documents <br />for the railroad spur into the Bald Eagle Industrial Park, subject to changes recommended by the City <br />Attorney. <br />All aye.
