City Council meeting of November 15, 2004 <br />Page 6 <br />agreement to allow the two parties to proceed with final construction and repair of the culverts at 157' <br />Street and 165' Street. The proposed agreement would allow the City to work with Emmons and <br />Olivier Resources and its contractor to provide a turnkey repair project. City staff prepared a draft <br />agreement with full consideration to the issues raised at the meeting, which are addressed in the <br />agreement. City Attorney Dave Snyder reviewed the agreement with Council and stated that the <br />agreement has been forward to the RCWD and the City is awaiting a response. <br />Haas made motion, Puleo seconded, directing staff to discuss with RCWD Administrator Steve Hobbs <br />and its attorney Chuck Holtman, to receive a response regarding the original offer and to discuss a new <br />proposal, which would have the City of Hugo take over the project. <br />All aye. Motion Carried. <br />UPDATE ON RCWD PUBLIC HEARING HELD ON NOVEMBER 10, 2004 <br />At its November 1, 2004 meeting, Council scheduled a public meeting for November 10, 2004 in order <br />to allow Council attendance at the RCWD public hearing to discuss the rehabilitation of the Hardwood <br />Creek/JD2 project. Water Resource Engineer Phil Belfiori and Mayor Fran Miron updated Council on <br />the public hearing. Council discussed at great length the history of the JD2 project, as well as the <br />proposed options, as outlined in the 10/29/04 RCWD Hardwood Creek/JD2 Repair Report. After <br />discussion, Council agreed on the traditional repair as one of four options presented at the public <br />hearing. <br />Haas made motion, Puleo seconded, directing staff to draft a letter to the RCWD and Washington <br />Council stating the City of Hugo's position on the rehabilitation of Hardwood Creek/JD2. <br />All aye. Motion Carried. <br />Miron made motion, Petryk seconded, to adopt RESOLUTION 2004-83 IN SUPPORT FOR STREAM <br />REHABILITATION OF JD2/HARDWOOD CREEK/RICE CREEK WATERSHED DISTRICT. <br />VOTING AYE: Petryk, Puleo, Miron <br />ABSTAINED: Haas <br />Motion Carried. <br />RECOMMENDATION ON FUNDING COMMUNITY GYMNASIUM AT ONEKA <br />ELEMENTARY SCHOOL <br />At its September 20, 2004 meeting, Council formed a subcommittee to discuss the park dedication fund <br />fee, the Park's CIP, and funding the proposed new community gymnasium at the Oneka Elementary <br />School. Committee members Roger Clarke and Steve Lacher from the Parks Commission, as well as <br />Council member Frank Puleo and Dave Schumann from the Planning Commission discussed the list of <br />relevant park projects, including the Rice Lake Park soccer complex and community gymnasium at the <br />Oneka Elementary School. <br />Haas made motion, Puleo seconded, to authorize funding for the City's share of the community <br />
