City Council meeting of November 15, 2004 <br />Page 7 <br />gymnasium, as per the recommended payment schedule proposed by Finance Director Ron Otkin. <br />All aye. Motion Carried. <br />ACQUISITION OF EASEMENTS FOR PELOOUIN INDUSTRIAL PARK PROJECT <br />At its November 1, 2004 meeting, Council addressed a citizen request raised by Council member Chuck <br />Haas, as to final payment for the acquisition of easements for the Peloquin Industrial Public <br />Improvement Project. Staff was directed to review final payments to five property owners and determine <br />whether or not interest had been included in final payment. Finance Director Ron Otkin prepared a <br />spread sheet that indicates the amount paid by the City for the acquisition of easements, as well as <br />accrued interest. <br />Haas made motion, Puleo seconded, to approve the easement acquisition schedule, including interest that <br />will be paid to the five property owners. <br />All aye. Motion Carried. <br />DISCUSSION OF METRO GREENWAYS GRANT APPLICATION <br />DISCUSSION OF MNDNR OUTDOOR RECREATION GRANT PROGRAM <br />Miron made motion, Haas seconded, to table discussion of these matters until a later date. <br />All aye. Motion Carried. <br />REVIEW SUP FOR BALD EAGLE SPORTSMAN ASSOCIATION <br />As per the Special Use Permit for the Bald Eagle Sportsman Association (BESA), Council must conduct <br />a review in even years of the terms and conditions of the SUP. City staff received two certified letters, a <br />number of emails, and telephone calls from a homeowner in the Dellwood Ridge neighborhood, who <br />desires to have this issue discussed by residents living in and near the BESA 40 -acre parcel. Mayor Fran <br />Miron and CD Director Bryan Bear met on October 21, 2004 with a number of neighbors living adjacent <br />to the site. The neighbors presented a Power Point presentation on their concerns and issues, and spent <br />time discussing its expected income. Those neighbors were invited to the November 15, 2004 Council <br />meeting in order to present their issues and concerns. Council member Frank Puleo stated that he will <br />refrain from discussion and voting on this matter because of his BESA membership. Council listened to <br />a Power Point presentation from Bryan Bear, which outlined certain conditions of the SUP as having not <br />been met, according to adjoining property owners. He also stated that the SUP meets all 25 conditions. <br />BESA president Doug Stebbens stated that the club had some ideas for noise abatement and outlined <br />lead reclamation that has taken place on the property. Neighborhood spokesperson Kevin Rhodes <br />addressed Council voicing concerns with signs and fencing, noise, lead pollution, and lighting. <br />Miron made motion, Petryk seconded, directing staff to work with the BESA on a noise abatement and <br />lead reclamation plan, and direct BESA to repair fencing and replace required signs by August 5, 2005. <br />VOTING AYE: Haas, Petryk, Miron <br />
