City Council meeting of January 6, 2003 <br />Page 6 <br />favored amending the City's policy addressing Commission reappointments as it doesn't provide a vote <br />of confidence or loyalty, and could deter residents, who are repeatedly turned down for appointment, <br />from continued interest. . <br />Miron made motion, Puleo seconded, directing staff to draft an amendment the City's Planning <br />Commission reappointment policy that Commissioners be interviewed in a timely fashion thereby <br />allowing adequate time to advertise for a vacancy. <br />All aye. Motion Carried. <br />Miron made motion, Puleo seconded, to reappoint Dave Schumann and Teddy Peltier to the Planning <br />Commission for four-year terms. <br />All aye. Motion Carried. <br />APPOINTMENT OF CHAIRPERSON FOR PLANNING COMMISSION <br />The Hugo City Council appointed Dave Schumann as the chairperson for the PC last year. Dave has <br />worked hard over the past year and helped to build cohesiveness with the PC. He has treated persons <br />appearing before the PC with respect and dignity. <br />Miron made motion, Petryk seconded, to appoint Dave Schumann as Chair of the PC for 2003. <br />All aye. Motion Carried. <br />APPOINTMENT OF VICE CHAIRPERSON FOR PLANNING COMMISSION <br />The Council appointed Sandy Malaski as vice chair for the Planning Commission last year. Mayor <br />Miron and Chairperson Dave Schumann recommended Council appoint Sandy Malaski as vice chair for <br />the Planning Commission for 2003. <br />Miron made motion, Puleo seconded, to appoint Sandy Malaski as Vice Chair of the Planning <br />Commission for 2003. <br />All aye. Motion Carried. <br />NPDES SCHEDULE AND COMPLETION DATE <br />At its December 16, 2002 meeting, the Council listened to a presentation from Public Works Director <br />Chris Petree regarding NPDES mandate from the federal government and its impact on the City. The <br />City of Hugo must complete the MS 4 Permit Application and have it submitted by March 10, 2003. CD <br />Director John Rask explained this issue in more detail for Council, noting in particular the amount of <br />staff that will be required to satisfy this unfunded mandate. He referenced the 11" x 17" project <br />management schedule, which he drafted, noting that there will be a total of 403 staff hours projected on <br />this application. No formal Council action was required. <br />
