Miron made motion, Puleo seconded, directing staff to draft an amendment the City's Planning Commission reappointment policy that Commissioners be interviewed in a timely fashion thereby allowing adequate time to advertise for a vacancy. All aye. Motion Carried. Miron made motion, Puleo seconded, to reappoint Dave Schumann and Teddy Peltier to the Planning Commission for four-year terms. All aye. Motion Carried. APPOINTMENT OF CHAIRPERSON FOR PLANNING COMMISSION The Hugo City Council appointed Dave Schumann as the chairperson for the PC last year. Dave has worked hard over the past year and helped to build cohesiveness with the PC. He has treated persons appearing before the PC with respect and dignity. Miron made motion, Petryk seconded, to appoint Dave Schumann as Chair of the PC for 2003. All aye. Motion Carried. APPOINTMENT OF VICE CHAIRPERSON FOR PLANNING COMMISSION The Council appointed Sandy Malaski as vice chair for the Planning Commission last year. Mayor Miron and Chairperson Dave Schumann recommended Council appoint Sandy Malaski as vice chair for the Planning Commission for 2003. Miron made motion, Puleo seconded, to appoint Sandy Malaski as Vice Chair of the Planning Commission for 2003. All aye. Motion Carried. NPDES SCHEDULE AND COMPLETION DATE At its December 16, 2002 meeting, the Council listened to a presentation from Public Works Director Chris Petree regarding NPDES mandate from the federal government and its impact on the City. The City of Hugo must complete the MS 4 Permit Application and have it submitted by March 10, 2003. CD Director John Rask explained this issue in more detail for Council, noting in particular the amount of staff that will be required to satisfy this unfunded mandate. He referenced the 11" x 17" project management schedule, which he drafted, noting that there will be a total of 403 staff hours projected on this application. No formal Council action was required.
