City Council meeting of January 21, 2003
Page 5
MEMO OF UNDERSTANDING WITH THE RCWD FOR LOCAL WATER PLANNING
Water Resource Engineer Pete Willenbring from WSB Engineers discussed with Council the proposed
Memo of Understanding drafted by the RCWD for the local water planning in the City. After
discussion, Council agreed that the date of assuming this LGU responsibility would be October 1, 2003.
Granger made motion, Puleo seconded, to approve the Memo of Understanding between the RCWD and
the City of Hugo for Local Water Planning and Regulation.
All aye. Motion Carried.
CSAH 8/14 REALIGNMENT MEETING SCHEDULE
At its January 6, 2003 meeting, Council directed staff to select two dates at which Council would
conduct a workshop with Washington County engineers to review the alignment options for the CSAH
8/14 realignment project. Council suggested January 30, 2003 and February 10, 2003 as those two dates.
Miron made motion, Puleo seconded, directing staff to schedule a workshop with Washington County
for February 10, 2003 (daytime or evening) to review alignment options for CSAH 8/14. Staff will
report back to Mayor and Council with time.
All aye. Motion Carried.
TRI -CITY COALITION MEETING
After the second tri -city coalition meeting last fall, Council directed staff to seek resolutions of support
from the cities of Lino Lakes and Centerville, and also Columbus Township in support of the tri -city
coalition. Since that time, staff received resolutions of support from all three communities, including
verbal support from Washington County and Anoka County. Both county boards will be discussing this
issue in early 2003, but to date, staff has not received resolutions of support. It is very important for the
City of Hugo to schedule another meeting of the tri -city coalition to introduce the project to new council
members, but to also move forward with a study of the I -35E corridor north to state highway 97.
Miron made motion, Granger seconded, directing staff to schedule a tri -city coalition meeting of either
March 10, 2003 or March 20, 2003 and report date and time to Council.
All aye. Motion Carried.
OFFICE SPACE AGREEMENT FOR CONGRESSMAN MARK KENNEDY
At its January 6, 2003 meeting, City staff presented to Council interest from the district director for
Congressman Mark Kennedy, who is the newly elected congressional representative of District 6 in the
State of Minnesota. The congressman would like to open a Washington County office and is very
interested in locating it in the City of Hugo. Since they were unsuccessful in securing other office space,
office space in the new City Hall was considered. Subsequent to this time, staffdrafted*not only a lease,
but also a lease rate at which the office space and additional services could be rented. City Attorney
