City Council meeting of January 21, 2003 <br />Page 6 <br />Dave Snyder prepared a policy for consideration by Council that would allow the use of office space for <br />government and/or nonprofit purposes. City staff recommends Council adopt the new policy and <br />approve a two-year lease with Congressman Mark Kennedy at a market rate of $200/month with <br />telephone being paid for by the congressman. Council agreed that the Lease Agreement termination <br />timeline should be sixty (60) days rather than ninety (90) days. <br />Puleo made motion, Petryk seconded, to adopt RESOLUTION 2003-2 A RESOLUTION <br />AUTHORIZING CREATING COMMUNITY REPRESENTATIVE OFFICES AND ESTABLISHING <br />POLICIES AND RESTRICTING GOVERNING THE USE THEREOF. <br />VOTING AYE: Granger, Petryk, Puleo, Miron <br />Motion Carried. <br />Puleo made motion, Granger seconded, to approve the Lease Agreement between the Honorable Mark <br />Kennedy and the City of Hugo for lease of office space at the Hugo City Hall. <br />All aye. Motion Carried. <br />RIGHT OF FIRST REFUSAL (AMERICAN LEGION PROPERTY) <br />The Hugo American Legion requested release of the right of first refusal by the City that was included in <br />its Purchase Agreement, as it desires to sell its property to Minnesota Union Builders for redevelopment <br />into eight twinhomes or classic row townhomes. <br />Granger made motion, Petryk seconded, that the City releases the right of first refusal for the purchase of <br />the American Legion property. The City Attorney will draft a letter releasing the City of interest in the <br />property. <br />All aye. Motion Carried. <br />DISCUSSION OF PROPOSED NO PARKING ORDINANCE <br />At its December 2, 2002 meeting, the Council considered a no parking ordinance in the City, whereby it <br />would allow the public works department the opportunity to plow snow without having vehicles on the <br />roads. Council directed staff to draft a proposed for their consideration and City Attorney Dave Snyder <br />drafted two versions of a no parking ordinance. Council members felt that the proposed ordinance could <br />be better fashioned with "kinder/gentler" language. <br />Miron made motion, Granger seconded, to table discussion of this matter to allow staff to present a <br />revised ordinance. <br />All aye. Motion Carried. <br />APPROVAL OF PRELIMINARY PLAT FOR VICTOR GARDENS 3RD ADDITION <br />Len Pratt and Homer Tomkins from CPDC requested approval of a preliminary plat and PUD amendment <br />
