City Council meeting of May 19, 2003 <br />Page 5 <br />APPROVE CONTRACT FOR 2003 GRAVELING <br />Public Works Director Chris Petree opened bids for the 2003 -graveling contract on Friday, May 16, <br />2003. Chris provided Council with the low bidder, Forest Lake Contracting at an estimated project cost <br />of $45,731 and recommended that they be awarded the 2003 -graveling contract. Staff had budgeted <br />$76,000 for this fund in 2003. <br />Miron made motion, Haas seconded, to award the 2003 -graveling contract to the low bidder Forest Lake <br />Contracting in the amount of $45,731. <br />All aye. Motion Carried. <br />Miron made motion, Haas seconded, directing the Public Works Director Chris Petree to purchase <br />additional gravel for badly damaged roads. <br />All aye. Motion Carried. <br />APPROVE CONTRACT FOR ROAD REPAIRS IN LAKE AIR ESTATES <br />During the 2003 spring thaw, the roads in the Lake Air Estates neighborhood deteriorated significantly. <br />Because required repairs cannot be performed by the City due to their size and the City's lack of <br />appropriate equipment to complete the work, City staff recommended that the City contract with a <br />paving company for the necessary repairs. Three bids were received for the work, including the removal <br />of existing bituminous, sub -grade correction as necessary, and replacement with 3" of bituminous. <br />North Valley, Inc., was the low bidder in the amount of $18,690. <br />Granger made motion, Petryk seconded, to award the repair of Lake Air Estates road repairs to the low <br />bidder North Valley, Inc., in the amount of $18,690. <br />Miron made motion, Granger seconded, to amend the motion to allow latitude to Public Works Director <br />to make additional repairs to City roads as needed, at a unit price of $13.35/cubic yard. <br />AMENDMENT: All aye. Motion Carried. <br />ORIGINAL MOTION: All aye. Motion Carried. <br />BEIP TIF SHORTFALL AND SCHWIETERS BROS. PROPOSAL FOR 4M BLDG. <br />In fall 2002, Council held a workshop with business owners in the Bald Eagle Industrial Park in order to <br />discuss the affects of the tax increment financing agreement and changes in state law. Council agreed to <br />fund the TIF shortfall in a 50/50 match. In discussions with the business owners, City staff worked with <br />the owners of Como Lube, Dan Northrup aka Coating Solutions, Rick's Liquor, and the Schwieter <br />brothers, relative to one of their three buildings, so that they have met the TIF shortfall obligations. Staff <br />sent an invoice to Jim Taglia from Nor Lakes, but the check received was a small percentage of the total <br />cost, so the check was returned. Staff has continued to meet with John and Joel Schwieters over both the <br />value of their buildings and their TIF shortfall obligations. At its May 5, 2003 meeting, the Council <br />directed staff to provide additional information in order for Council to better understand the collection of <br />
