City Council meeting of December 15, 2003 <br />Page 5 <br />its November 6, 2003 meeting. The revised plan provides for four varieties of housing units, including <br />124 single family homes. Pulte will be donating 22 acres for the new elementary school, with 27 acres <br />of open space for townhomes, and 9 acres for its park dedication. With a total of 46 acres of wetlands, <br />the net development density is 4.3 units per acre, where up to six is allowed for in the City's zoning <br />ordinance. The PUD amendment is generally consistent with the Everton/Elmcrest plan, as it retains <br />the essential public components of the plan, which includes: 1) a dominant civic use consisting of the <br />school site and community play fields; 2) open spaces; 3) tree -lined streets; and 4) strong pedestrian <br />connection. City planner Kendra Lindahl presented an overview of the development changes for <br />consideration by Council. Council members and City staff met with Everton Avenue residents to <br />resolve their concerns about the road, screening, and speed signs. Arnie Triemert and John Udstuen <br />spoke about these issues and thanked the Mayor and Council for listening to their concerns. Holly <br />Mulvaney addressed her concern with the location of the trail next to her property. These residents <br />were provided some resolution to these issues. <br />Haas made motion, Petryk seconded, to adopt RESOLUTION 2003-65 APPROVING A PUD <br />AMENDMENT FOR WATER'S EDGE NORTH. <br />VOTING AYE: Granger, Haas, Petryk, Puleo, Miron <br />Motion Carried. <br />Miron made motion, Petryk seconded, directing staff to investigate legal means to reduce the speed <br />limit on Everton Avenue, north of CSAH 8, and make sure dust control measures are applied on the <br />road during development construction. <br />All aye. Motion Carried. <br />JD2 CULVERT REPLACMENT PROJECT (DECEMBER 10, 2003 MEETING) <br />City Attorney Dave Snyder provided an overview of the meeting held with officials from the City and <br />the RCWD on December Idh meeting regarding the JD2 culvert replacement project. The RCWD is <br />looking for consent from the City to "terminate by convenience" the existing contract with Jay Bros., <br />and send the remaining work to another contractor. <br />Miron made motion, Granger seconded, directing City Engineer Pete Willenbring to review the <br />construction corrections and hydraulic capacity, and make a recommendation with respect to the <br />repairs. <br />All aye. Motion Carried. <br />REQUEST FOR SANITARY SEWER SERVICE FROM THE CITY OF LINO LAKES (TOM <br />LACASSE) <br />Tom LaCasse requested that the City of Hugo enter into a Joint Powers Agreement with the City of <br />Lino Lakes in order to receive sanitary sewer service. Mr. LaCasse lives at 13375 Elmcrest Avenue, <br />south of Victor Gardens and across the street from the Clearwater Creek development in Lino Lakes. <br />Mr. LaCasse is proposing to extend sewer across Elmcrest Avenue in order to serve his existing home, <br />
