Because Mr. <br />LaCasse's property is in the MUSA and zoned for single family lots, the property may be connected to <br />municipal service and subdivided. It is unlikely that sewer will be available from Hugo anytime in the <br />near future. Future sanitary sewer is planned to come from the south and would need to extend <br />through the Oakshore Park neighborhood and the parcels south on Elmcrest Avenue prior to reaching <br />Mr. LaCasse's property. Mr. LaCasse would bear the cost to extend such service. <br />Granger made motion, Puleo seconded, directing staff to prepare a joint powers agreement with the <br />City of Lino Lakes allowing for the extension of municipal sewer, provided all costs are paid by the <br />applicant. <br />All aye. Motion Carried. <br />ADOPTION OF THE 2004 CITY BUDGET AND TAX LEVY <br />At its December 1, 2003 meeting, Council held its Truth in Taxation public hearing, which provides an <br />opportunity for the public to comment on the proposed 2004 budget. No written communication was <br />received from residents and the only person who spoke at the hearing was Julie Williams from the <br />WBL Counseling Center. Finance Director Ron Otkin presented the resolutions for approval of the <br />2004 budget and certified tax levy. <br />Haas made motion, Petryk seconded, to adopt RESOLUTION 2003-66 APPROVING THE <br />GENERAL FUND BUDGET FOR THE 2004 FISCAL YEAR. <br />VOTING AYE: Granger, Haas, Petryk, Puleo, Miron <br />Motion Carried. <br />Haas made motion, Miron seconded, to adopt RESOLUTION 2003-67 APPROVING THE FINAL <br />LEVY PAYABLE IN 2004 IN THE AMOUNT OF $2,655,425, which is a $4,500 reduction from the <br />amount proposed in September 2003. <br />VOTING AYE: Granger, Haas, Petryk, Puleo, Miron <br />Motion Carried. <br />ADOPTION OF 2004 SALARY RESOLUTION AND MATRIX ADJUSTMENTS <br />The Finance Department assembled the 2004 Salary Resolution for City Council consideration. The <br />resolution reflects a cost -of -living adjustment of 2.5%, which is comparable to the Consumer Price <br />Index for the Twin Cities Metropolitan Area. Fire Department pay rates have been increased 11 % to <br />bring them in line with the prevailing wage of surrounding fire departments. All salaries reflected in <br />the salary resolution have been incorporated into the 2004 budget document. Council requested that a <br />workshop be scheduled to discuss the matrix adjustments for the Public Works Director and Finance <br />Director. <br />Miron made motion, Haas seconded, to adopt RESOLUTION 2003-68 SETTING 2004 SALARIES <br />FOR CITY EMPLOYEES AND ESTABLISHING EMPLOYEE REIMBURSEMENT LEVELS. <br />
