City Council meeting of March 4, 2002 <br />Page 4 <br />Council meeting and he shared the City's offer with the Bernin family. Staff received notification from <br />Attorney Johnson to assistant City Attorney Bob Briggs that the Bernin family has accepted the City's <br />offer to purchase their 21 -acre parcel of land. Chris suggested two minor changes to the Purchase <br />Agreement that Attorney Briggs finds acceptable. The Council requested the Agreement include <br />language that would allow the City to retain the Christmas trees located on the property, and language <br />addressing access to the property by the City. <br />Miron made motion, Petryk seconded, direct staff to complete the final work on the Purchase <br />Agreement to acquire the Bernin property with the changes suggested by the attorneys, including the <br />financing proposal that includes the $305,000 grant from the DNR. <br />All aye. Motion Carried. <br />APPROVAL OF RESOLUTION TO WASHINGTON CTY FOR PUBLIC WORKS SERVICES <br />Greg Felt, Operations Manager for the Washington County Highway Department, informed Public <br />Works Director Chris Petree that the Washington County Board would like a resolution from the City <br />endorsing the County to opt out of providing public works services to communities in Washington <br />County. The desire of Washington County was presented to the Council more than two years ago, and <br />since that time, Council and staff have worked in an effort to thoroughly discuss public works issues <br />and service levels. At a recent workshop with Council, Greg Felt informed Council that the County <br />would no longer provide public works department services after June 30, 2002; however, he affirmed <br />the County's desire to assist the City in making its transition to provide its own public works services. <br />Miron made motion, Puleo seconded, to adopt RESOLUTION 2002-5 RESOLUTION REGARDING <br />THE ROAD AND BRIDGE MAINTENANCE AGREEMENT WITH WASHINGTON COUNTY. <br />VOTING AYE: Granger, Petryk, Puleo, Miron <br />Motion Carried. <br />COMMUNITY ROOM USAGE POLICY <br />At its January 22, 2002 meeting, the Council directed staff to prepare a Community Room Usage Policy <br />regulating the use of public buildings in Hugo. Staff tabled this issue at the February 19, 2002 meeting <br />in order to further clarify the use of the community room in the new City Hall. Council member Petryk <br />suggested that when alcohol is being used, the deposit requirement should be increased to $500 in the <br />event of damages. Council member Granger also suggested that when an organization requests use of a <br />facility more than twice a month that they would need to obtain permission from the City. <br />Petryk made motion, Miron seconded, the Community Room/Public Building Usage Policy as <br />amended. <br />All aye.
