City staff reviewed with <br />Council the remaining work to be completed and informed the Council that the first Hugo City Council <br />meeting to be held in the new City Hall will happen on April 1, 2002. <br />Granger made motion, Petryk seconded, that the City hold an Open House on April 15, 2002 at 2:00 pm <br />for contractors who worked on the new City Hall, as well as a reception for the general public prior to <br />the regular City Council meeting. <br />All aye. Motion Canned. <br />2002 CITY GOALS <br />At its specially called meeting on Monday, February 25, 2002, the Council held its annual goal setting <br />session with staff. Council developed an extensive list of goals for 2002, including a number <br />highlighted in the work programs for the Planning Commission and Parks Commission, respectively. <br />Council will provide staff with their priorities outlined categorically. No formal Council action was <br />required. Staff will bring final Council goals list back to Council. <br />TOBACCO FINE SCHEDULE <br />City Attorney Dave Snyder prepared an amendment to the City's tobacco ordinance whereby an <br />incremental fine schedule will be imposed on businesses or first time, second time, and third time <br />offenses. Attorney Snyder suggested a fine schedule of $500, $1,000, and $1,500, for the 1 st, 2nd, and <br />3"i time offenses. Staff included for Council a survey of adjacent communities with suggested fines for <br />Is', 2"d, and 3`d time offenders. The Council felt that Mr. Snyder's fine schedule was too steep, and that <br />a zero be dropped from each. The 4d' offense would result in revocation of the license, with the number <br />of days determined by the Council on a case-by-case basis. <br />Miron made motion, Puleo seconded, to adopt RESOLUTION 2002-7 RESOLUTION APPROVING <br />ADVISORY GUIDELINES FOR ESTABLISHMENT OF CIVIL PENALTIES FOR VIOLATIONS <br />REGARDING THE SALE OF TOBACCO. <br />VOTING AYE: Granger, Petryk, Puleo, Miron <br />Motion Carried. <br />AMERICAN LEGION POST 620 MEMORIAL FOR CITY HALL SITE <br />On February 13, 2002, City Administrator Mike Ericson met with Phil Kamman from the American <br />Legion Post 620. Phil, representing the American Legion, would like authorization to have the Legion <br />construct a memorial on the new City Hall site. The sketch provided included three flagpoles and two <br />pieces of granite. <br />Miron made motion, Petryk seconded, to approve the request of the American Legion Post 620 to <br />construct a memorial at the new City Hall site and incorporate it in the overall landscape plan. <br />All aye. Motion Carried. <br />
