City Council meeting of March 18, 2002 <br />Page 5 <br />Puleo made motion, Miron seconded, to approve the proposal and cost sharing from RCWD for the new <br />City Hall infiltration monitoring and education program in the amount of $1,500. <br />All aye. Motion Carried. <br />APPROVE PROPOSAL FROM U.S. DEPT OF INTERIOR/U.S. GEOLOGICAL SURVEY TO <br />COLLABORATIVE WITH CITY HALL RAINWATER GARDEN PROJECT <br />The City received a request from a hydrologist from the U.S. Geological Survey, a division of the U.S. <br />Dept of the Interior, to collaborate with the City in evaluating the effectiveness of its rainwater garden <br />infiltration plan at the new City Hall. Working in coordination with the engineers from EOR and City <br />staff, the U.S. Geological Survey would collect samples from the rainwater garden for the duration of <br />the 3 -year study, at no cost to the City. <br />Haas made motion, Puleo seconded, to approve the collaborative effort with the U.S. Geological Survey <br />of the U.S. Dept of the Interior for the City Hall rainwater garden project. <br />All aye. Motion Carried. <br />APPROVAL OF PRELIMINARY PLAT FOR WILDERNESS VIEW <br />Kel-Mont LLC requested approval of a preliminary plat for Wilderness View consisting of 11 single- <br />family lots located south of 136h Street, west of Goodview Avenue, and east of Foxhill Avenue. On <br />February 28, 2002, the Planning Commission held a public hearing to consider the request and <br />unanimously recommended approval of the proposed preliminary plat. The Development Agreement <br />will also include: 1) require a deed restriction on lots adjacent to the trail notifying future owner of the <br />trail; and 2) soil borings are slated for two lots but will be required on all lots, if necessary. <br />Miron made motion, Puleo seconded, to adopt RESOLUTION 2002-11 APPROVING A <br />PRELIMINARY PLAT FOR THE WILDERNESS VIEW DEVELOPMENT subject to suggested <br />amendments to the Development Agreement. <br />VOTING AYE: Haas, Puleo, Miron <br />Motion Carried. <br />CONCEPT PLAN FOR ONEKA PONDS (FEGOWI DEVELOPMENT) <br />Fegowi Development requested an opportunity to appear before the Council to solicit informal <br />comment on a sketch plan for a proposed single-family housing development. The development would <br />include 79 single-family lots on property located north of the Sweet Grass Meadows development. The <br />Parks Commission reviewed the proposed development and asked that the land located east of <br />Goodview Avenue be considered for parkland. The City received a letter from Industrial Paint's <br />attorney requesting the City consider some kind of "buffer" between the development and the business. <br />Council member Haas wanted Fegowi to work with landowners to the north of their development in an <br />effort to coordinate roads to possibly eliminate the large number of cul-de-sacs. Dan Birdsall and Fred <br />Dewall thanked Council for its time. No formal Council action was required. <br />
