City Council meeting of May 6, 2002 <br />Page 7 <br />potential for a blockade for emergency traffic. <br />Miron made motion, Granger seconded, to approve the use of the Oneka Room as a backup facility for <br />the Sweet Grass Meadows block party, and direct staff to work with Washington County to coordinate <br />additional policing. <br />All aye. Motion Carried. <br />HOMER TOMPKINS — COMMUNICATION SYSTEM (FIBER OPTIC CABLE) <br />Homer Tompkins from Contractor Property Development Corporation (CPDC) requested time before <br />the Council to share his strong interest in providing fiber optic cable to the Victor Gardens subdivision, <br />immediately south of CR8. Mr. Tompkins would also like to eventually expand cyber services to other <br />areas of the community. John Schultz, from FTTH Communicatons representing Mr. Tompkins, shared <br />his vision of providing fiber optic cable, which would include a wiring of every home in the Victor <br />Gardens for the delivery of cable television, telephone, and high-speed internet access. CD Director <br />John Rask stated that the BEIP, as well as the proposed elementary school, would be very interested in <br />having this service available to them. <br />Petryk made motion, Haas seconded, directing staff to continue meeting with representatives from FTTH <br />and review the City's Cable Franchise Agreement with the City Attorney. <br />All aye. Motion Carried. <br />LOAD LIMIT CITATION (WASHINGTON CTY SHERIFF'S DEPARTMENT) <br />Council member Chuck Haas was informed by a local Washington County deputy that a truck driver was <br />cited recently for load limits when his vehicle entered one of the City's new residential subdivisions, <br />where it exceeded the County spring road restriction load limits. Staff placed this issue on the agenda <br />for consideration by Council and specific direction to the Washington County Sheriff's Department and <br />staff for the policing of truck traffic. Commander Don McGlothlin of the WCSO was at the meeting to <br />address this issue from the County perspective. <br />Haas made motion, Miron seconded, directing staff to: 1) draft an amendment to City ordinance that <br />road restrictions apply to platted roads; and 2) address warranty period in Development Agreement. <br />All aye. Motion Carried. <br />HUGO GOOD NEIGHBOR DAYS SALE OF 3.2 BEER AND PARADE <br />City Administrator Mike Ericson met recently with Commander Don McGlothlin on a number of Hugo <br />issues, including the County Sheriff's concern for policing for the sale of 3.2 beer during the City's <br />Good Neighbor Days. Commander McGlothlin was present to discuss with Council his concern for the <br />proper policing and the sale of 3.2 beer. Additionally, Council member Haas would like to discuss the <br />parade route and local politicians. Commander McGlothlin felt it important that the sale of beer be <br />limited to a designated area. Tony Vilgos and Mike Sherrill, Lions Club members, stated that they <br />
