City Council meeting of May 20, 2002 <br />Page 3 <br />past several years to establish himself as an excellent building official and building inspector who has <br />earned the respect of contractors and councils. John is an excellent employee who is a hard worker with <br />an excellent can -do attitude around City Hall. Adoption of the Consent Agenda approved John's annual <br />performance review and the salary adjustment as prescribed in the City's employee matrix. <br />APPROVE PUBLIC WORKS DEPARTMENT ORGANIZATIONAL CHART <br />On May 14, 2002, City Administrator Mike Ericson and Public Works Director Chris Petree met with <br />Mayor Miron, Council member Mike Granger, and Paul Ness from Helping Minnesota Cities, Inc., the <br />City_'s human resource consultant to discuss the development of the City's public works department. <br />After discussion as to how to develop and organize the department for the future, Mayor Miron and <br />Council member Granger agreed to accept staff s recommendation to develop the department and <br />include a lead public works worker as a new position within the department. This position would be <br />filled in fall 2002. Adoption of the Consent Agenda approved the public works department <br />organizational chart as presented. <br />APPROVE COMPENSATION TIME PAYMENT TO PUBLIC WORKS DIRECTOR <br />On May 14, 2002, City Administrator Mike Ericson and Public Works Director Chris Petree met with <br />Mayor Miron and Council member Mike Granger, along with Paul Ness from Helping Minnesota Cities, <br />Inc., to discuss the compensation time accrued by Chris Petree since he was hired on July 19, 1999. <br />Both Mayor Miron and Council member Granger agreed that a revised City policy dealing with <br />compensation time should be adopted to allow Council the set accrued compensation time amount and <br />address approval of overtime by supervisors. Mayor Miron and Council member Granger agreed that the <br />new public works department organizational chart will allow the City to set and monitor accrued <br />compensation time. A new revised comp time policy will be presented at the next City Council meeting. <br />Adoption of the Consent Agenda approved the payment to Public Works Director Chris Petree and <br />immediately reduces his accrued comp time to zero. <br />APPROVE 3.2 BEER LICENSE FOR HUGO LIONS CLUB AT GOOD NEIGHBOR DAYS <br />The Hugo Lions Club submitted its annual 3.2 beer license application to the City for approval. City <br />staff has reviewed the application and accompanying certificate of liability insurance. Adoption of the <br />Consent Agenda approved a Hugo Lions Club 3.2 beer license for Hugo Good Neighbor Days. <br />APPROVE WATER SURFACE USE PERMIT FOR SKI JUMP AND SLALOM COURSE ON <br />ROUND LAKE (MIKE BALL) <br />Mike Ball has submitted an application for a water surface use permit to the City for approval in <br />accordance with the WCSO. This annual application is submitted to the City in accordance with <br />adopted Council rules and procedures pursuant to Minnesota Rules 6110.1800 that allows the <br />installation of a water ski ramp from May 2002 through September 2002. City staff has reviewed the <br />application and found all information to satisfactory and complete. Adoption of the Consent Agenda <br />approved the water surface use permit for a ski jump and slalom course on Round Lake for Mike Ball. <br />
