City Council meeting of July 1, 2002 <br />Page 5 <br />the normal and customary cooperative agreements. Because Mr. Hobbs was unable to attend tonight's <br />meeting to answer questions: <br />Puleo made motion, Petryk seconded, to table until the Council meeting of July 15, 2002. <br />All aye. Motion Carried. <br />Council member Haas discussed new legislation regarding application of phosphorus to certain land. It <br />was uncertain just where phosphorus could legally be applied. <br />Miron made motion, Maas seconded, directing staff to research legislation regarding the application of <br />phosphorus to land and report findings to the Council. <br />All aye. Motion Carried. <br />TRANSFER OF DEVELOPMENT RIGHTS <br />At its June 3, 2002 meeting, the Council listed to a presentation from CD Director John Rask regarding a <br />suggestion for a transfer of development rights program. John estimated that it would take three months <br />to one year to complete the work for the project. Council approved the joint meeting with the Planning <br />Commission for its June 13, 2002 meeting, at which Council members and Commissioners listened to a <br />presentation from Steve Hobbs, administrator for the RCWD. John Rask presented an update and a <br />collection of the information presented to date on this topic. <br />Petryk made motion, Haas seconded, to form a committee, including Council. members Frank Puleo and <br />Chuck Haas, with Becky Petryk as an alternate, to look into a transfer of development rights program. <br />Miron made motion, Haas seconded, amend the previous motion to bring back to Council with specific <br />outcomes after consideration of cluster development, as well as the balance of committee membership. <br />VOTE ON AMENDED MOTION: All aye. Motion Carried. <br />VOTE ON AMENDED ORIGINAL MOTION: All aye. Motion Carried. <br />CITY HALL PUNCH LIST WORK <br />City architect Bob Russek and City Administrator Mike Ericson have been working with Mark Haug <br />Construction, Inc., to complete the final work on the interior of the new City Hall. Mike presented an <br />update on his discussions with the contractor to date. No formal Council action was required. <br />1401rH STREET/LAKE PLAISTED REPAIR PROJECT <br />Mayor Fran Miron inspected the new gravel road on 140`" Street adjacent to Lake Plaisted on June 22, <br />2002. The Mayor reported that there was severe erosion on the road and contacted the Public Works <br />Director Chris Petree to investigate the problem. Chris and City Engineer Dave Mitchell met on site to <br />survey the erosion along the lake, which is approximately 400'-500' long. City staff recommends that <br />the work be declared an emergency response repair project and gravel be reinstalled immediately. <br />
