City Council meeting of July 1, 2002 <br />Page 7 <br />CSAH 8 EAST OF TH61 IMPROVEMENT PROJECT <br />At the third public informational meeting on June 18, 2002, Sandy Cullen, Washington County <br />Transportation Engineer, reviewed with staff the County's interest in its CIP for the section of CSAH 8 <br />east of TH61. Sandy was present to discuss the County's proposed CIP work on this section of road, <br />which will not see a significant increase in traffic since the 140' Street alignment will not be considered <br />for further review. The City would be financially responsible to acquire any needed right of way if the <br />road was to be restored. It was suggested that this matter be included in the City's Newsletter to obtain <br />residents' comments. No formal Council was required. <br />APPROVE PURCHASE AND INSTALLATION OF TWO CIVIL DEFENSE SIRENS <br />Included in the City's 2002 capital improvements program, Council approved the purchase and <br />installation of one civil defense siren that was to be placed north of the new City Hall, with suggested <br />locations of Sweet Grass Meadows or Creekview Preserves subdivisions, respectively. Fire Chief Jim <br />Compton and City Engineer Dave Mitchell reviewed this project with Federal Warning Systems, and <br />they have prepared the necessary work with the proposed locations and the '/s mile radius within the <br />respective neighborhoods. Since the City plans to sell equipment certificates for public works <br />equipment, staff found it timely to include not one, but two civil defense sirens for the safety and <br />protection of the large number of residents in the neighborhoods. With the low interest rate attached to <br />the sale of the equipment certificates, staff determined that it would be cost savings for the City to do the <br />installation in 2002 rather than 2002 and 2003 as prescribed in the CIP. <br />Granger made motion, Haas seconded, to approve the purchase and installation of two civil defense <br />sirens from Federal Warning Systems for the Sweet Grass Meadows and Creekview Preserve <br />neighborhoods, respectively, at a cost of $32,887.46. Staff is directed to review costs associated with the <br />repair and relocation of the siren presently located on the City Hall water tower. <br />All aye. Motion Carried. <br />APPROVE SALE OF EQUIPMENT CERTIFICATES FOR FIRE TRUCK. PUBLIC WORKS <br />EOUIPMENT. CIVIL DEFENSE SIRENS, AND BLDG DEPT TRUCK <br />After the Council approved the purchase of the new 2,000 -gallon tanker fire truck, public works <br />equipment, civil defense sirens, and building department truck, staff was directed to prepare the <br />necessary financial approval agreements for the sale of equipment certificates to fund the purchase of <br />these items. Finance Director Ron Otkin prepared a matrix detailing the purchase price of each of these <br />respective items and an accumulative total cost, including a levy amount that Council should include in <br />its consideration for adoption in its 2003 City budget. Staff conservatively estimated the percentage <br />rates for the sale of the equipment certificates at 3.3%. City staff recommended Council authorize the <br />sale of the equipment certificates in the amount of $440,000, subject to the recommendations of our <br />financial advisors. <br />Haas made motion, Miron seconded, to adopt RESOLUTION 2002-31 PROVIDING FOR THE <br />COMPETITIVE NEGOTIATED SALE OF $440,000 G.O.
