Motion Carried. <br />The Council reconvened its City Council meeting of August 5, 2002 at 10:15 am on August 8, 2002. <br />PRESENT: Granger, Haas, Petryk, Puleo, Munn <br />City Administrator, Michael Ericson <br />CD Director, John Rask <br />City Engineer, Dave Mitchell <br />City Clerk, Mary Ann Creager <br />ABSENT: Mike Granger <br />The meeting of August 5, 2002 was reconvened to allow Council to finalize the meeting agenda <br />COST ESTIMATE AND FINANCING PLAN FOR BEEP 13 -ACRE PARCEL <br />CD Director John Rask solicited a cost estimate $42,000 from WSB Engineers to prepare the <br />engineering plans for the development of the City's 13 -acre parcel of land in the BEEP. John discussed <br />the engineering and construction plan proposal with Council. The cost estimate includes surveying, <br />wetland mitigation, preparation of preliminary and final plats, construction drawings, permits, and <br />related work. John stated that as of this date, there were no signed Purchase Agreements and the <br />Council may want to consider retaining its own realtor to market the property. <br />Miran made motion, Puleo seconded, to approve the work plan and cost estimate of $42,000 fiom WSB <br />Engineers for development of the City's 13 -acre parcel of land in the BEIP, subject to being provided a <br />completion date. <br />All aye. Motion Carried. <br />TRANSFER OF DEVELOPMENT RIGHTS COMMITTEE <br />At the Council meeting on July 15, 2002, CD Director John Rask explained the work to date in the <br />creation of a Transfer of Development Rights Committee. Council directed staff to solicit names of two <br />developers and three citizens to serve on the committee, after naming Dave Schumann, Bob Rosenquist, <br />and Sandy Malaski fiom the Planning Commission to serve on the committee, as well as Council <br />members Frank Puleo and Chuck Haas, with Becky Petryk as the alternate, from the City Council. John <br />Rask discussed the appointment of the committee members with the Council. To date, the following <br />individuals have volunteered to serve on the committee: Will Riopel, Dave Strub, Scott Neamy, Len <br />
