City Council meeting of May 7, 2001
Page 3
Michele Lindau's annual performance review and makes the salary adjustment as prescribed in the
City's salary matrix adopted in January 2001.
APPROVE ANNUAL PERFORMANCE REVIEW & SALARY ADJUSTMENT FOR CITY
ADMINISTRATOR
The City hired Mike Ericson on April 17, 2000. Mike has worked very closely with both the former City
Council and new City Council, and together has accomplished a number of goals, projects, and
initiatives. Acting as the City Administrator Review Team, Mayor Fran Miron and Councilman Haas
met with the City Administrator recently to review his performance. Adoption of the Consent Agenda
approved the annual performance review and salary adjustment for Mike Ericson.
APPROVE HIRE OF SEASONAL EMPLOYEE FOR PUBLIC WORKS DEPARTMENT
Annually, additional staff is required in the Public Works Department to assist with routine department
duties such as mowing, garbagellitter removal, parks maintenance, and general public works
maintenance. This position is for the summer months only, and will not exceed 40 hours per week.
Adoption of the Consent Agenda authorized the Public Works Director to advertise for hiring of a
seasonal employee for the Public Works Department at $10.00/hr.
IMPROVED INSURANCE RATING FOR CITY FROM ISO
Every three to five years, Insurance Services Office, Inc., (ISO) numerically rates building departments
based on the administration of codes, plan review, and field inspections. The rates assigned to
individual building departments are on a scale from one to ten, with a one rating as being the best, and
ten rating being the worst. Earlier this year, ISO worked with the City's building department to
complete its survey through the use of a grading system, which uses an officially adopted building code
such as used in the City of Hugo. The analysis of the City's building codes resulted in a building code
effectiveness grading classification improvement from a five to a four, for one- and two-family
residential properties, and from a five to a four for commercial and industrial property. The City
received deductions due to inadequate personnel training and staffing level overall; a lower rating means
potential savings on insurance cost for homeowners and businesses. The City's building department
should be commended on this significant achievement and improved rating for the City and its property
owners and residents. Despite a very heavy workload and small staff, the building department was able
to achieve this rate due to its hard work and professionalism.
VARIANCE REQUEST FROM MAX WILSON
At its April 25, 2001 meeting, the Board of Appeals & Adjustments considered and recommended
approval of a variance request from Max Wilson for the construction of a pole barn on his property
located at 14480 Homestead Avenue. Mr. Wilson requested a variance to construct the building 25 feet
from his side property line where a 40 -foot setback is required. Adoption of the Consent Agenda
approved the variance request from Mr. Wilson for the construction of pole barn 25 feet from his side
property line where 40 feet is required.
