City Council meeting of June 4, 2001 <br />Page 5 <br />140TH STREET AREA RESIDENTS PUBLIC INFORMATIONAL MEETING <br />At its May 21, 2001 meeting, the Council discussed the City's graveling contract and its interest in <br />possibly reopening 140th Street, along the north edge of Lake Plaistad. Staff included the cost of <br />gravel for 140th Street in the specifications for the gravel bid award. <br />Miron made motion, Haas seconded, that the meeting be set for Thursday, June 14, 2001, at 7:00 pm, <br />at the Withrow Elementary School as a public informational meeting to discuss the possibility of <br />reopening 140th Street along the north edge of Lake Plaistad. A notice will be mailed to affected <br />property owners. <br />All aye. Motion Carried. <br />GOIFFON SLAUGHTERHOUSE (APPEAL OF ADMINISTRATIVE ORDERI <br />At its May 23, 2001 meeting, the Board of Zoning Appeals considered a request from Mr. Andrew <br />Goiffon and his attorney, Mr. Larry Hanson, to allow for the grandfathering of the Goiffon <br />slaughterhouse operation. Mr. Hanson and Mr. Goiffon state that the operation was in operation since <br />the late 1950's, which is before there were ordinances in Oneka Township in which the operation has <br />been located. The Board unanimously recommended approving the zoning determination and thereby <br />allowing Mr. Goiffon to be a legal use in his agriculturally zoned property. CD Director John Rask <br />outlined his in-depth report of the history of the Goiffon operation. Because the Mayor is a tenant of <br />Mr. Goiffon's, he questioned the City Attorney if it would be considered a conflict to be an active <br />participant in this matter. Attorney Snyder did not feel the landlord/tenant relationship would be a <br />conflict of interest. Council member Petryk questioned whether the operation could be sold, and <br />whether a sunset clause could be placed on the operation. Attorney Snyder stated that the use runs <br />with the property, and presuming there is no intensification, and if the operation does not cease for a <br />year, the slaughterhouse could continue to operate. <br />Haas made motion, Puleo seconded, that the Council deems: 1) the Andrew Goiffon slaughterhouse <br />operation at 8124 147`h Street is a legal, non -conforming use; and 2) the January 11, 2000 letter by the <br />City Administrator Robert Museus ordering Mr. Goiffon to cease operations was issued in error and is <br />hereby withdrawn. The Council directs the City Attorney b draft a Findings of Fact for final <br />consideration by Council at the June 18, 2001 Council meeting.. <br />VOTING AYE: Granger, Haas, Puleo, Miron <br />VOTING NAY: Petryk <br />Motion Carried. <br />WASHINGTON COUNTY TWO FOOT CONTOUR MAPPING <br />At its May 21, 2001 meeting, the Council listened to a brief presentation by City Engineer Dave <br />Mitchell as to the benefits of purchasing two -foot contour mapping from Washington County. The <br />Council tabled action on this item and directed staff to develop a method of funding the cost of <br />mapping. Mr. Mitchell and Finance Director Ron Otkin prepared a funding source for the mapping <br />that is requested for the property generally considered to be within the City's MUSA, and primarily <br />
