City Council meeting of October 1, 2001 <br />Page 3 <br />new elementary school north of CR 8. Council had previously directed staff to explore joint venture <br />opportunities with the school district, which would include playfield, ballfields, and playground <br />equipment, as well as other opportunities. The school district discussed the normal funding mechanism, <br />which would be a bond referendum. Since planning for this new school is nearly five years ahead of <br />schedule, acquisition of land is paramount. School district officials suggested special legislation <br />whereby the City would fund the project and lease it back to the school district. Staff included for <br />Council consideration a detailed email from the school district's business manager outlining those <br />legislative opportunities. <br />Miron made motion, Haas seconded, directing staff to continue to work along the direction outlined <br />above, and report to Council as need arises. <br />All aye. Motion Carried. <br />CITY CODE ENFORCEMENT PROCESS <br />At its meeting of August 22, 2001, the Planning Commission discussed a report prepared by CD <br />Director John Rask outlining the procedure the City currently uses for its code enforcement. The <br />Commission believes that the City should do more to educate residents about City code requirements. <br />Mr. Rask provided Council current staff involvement in the City code enforcement process, and <br />questioned whether Council would like to change direction from the current method of responding to <br />City code violations when informed by residents. Council made no change to the City's current <br />response policy. <br />BARKING DOG COMPLAINT <br />City staff received correspondence from a resident with a complaint about her neighbor's lack of <br />compliance with the City's dog and kennel ordinance. Staff visited the site where the dogs were located, <br />along with the Washington County Sheriffs Department, and found that the kennel is in compliance <br />with the City's dog and kennel ordinance; however, the dogs' owner could be found to be in violation of <br />the City's nuisance ordinance. <br />Miron made motion, Haas seconded, directing the CD Director to write the complainant advising him of <br />his findings. <br />All aye. Motion Carried. <br />SCHEDULE DATE FOR PERFORMANCE REVIEW WITH WATER RESOURCE ENGINEER <br />At its September 17, 2001 meeting, the Council directed staff to prepare a Request for Proposals to <br />solicit interest for water resource engineering services, as well as to schedule a performance review with <br />Pete Willenbring from WSB Engineers whereby it review his performance over the past several months. <br />Miron made motion, Haas seconded, to schedule a performance review with Pete Willenbring of WSB <br />Engineers for Monday, October 22, 2001, Hugo City Hall, at 7:30 pm. <br />All aye. Motion Carried. <br />
