City Council meeting of October 15, 2001 <br />Page 5 <br />Miron made motion, Granger seconded, directing staff to submit the updated sewer flows and <br />staging plan to the Met Council for its review. <br />All aye. Motion Carried. <br />APPROVAL OF PRELIMINARY PLAT FOR HIDDEN HILLS PRESERVE <br />Solid Ground Development made a request to the City for a Planned Unit Development (PUD) <br />cluster -housing plan for a preliminary plat for the Hidden Hills Preserve. The developer proposes <br />the construction of 12 single-family lots on an 82.35 -acre parcel of land. At its September 26, 2001 <br />meeting, the Planning Commission reviewed the application and recommended approval to the <br />Council. The Council discussed the plat and recommended: 1) the emergency access road remain <br />gravel and be maintained on an annual basis; and 2) the road to the development be 32' wide but <br />narrow to 24' within the development. Staff and the developer will work with Mr. Clifford Axelson <br />to address his concerns. <br />Petryk made motion, Granger seconded, to adopt RESOLUTION 2001-59 APPROVING PUD <br />PLAN AND PRELIMINARY PLAT FOR HIDDEN HILLS PRESERVE. <br />VOTING AYE: Granger, Petryk, Puleo, Miron <br />Motion Carried. <br />2001-2002 TRAIL APPLICATION FROM THE HUGO SNOWMOBILE CLUB <br />Staff received the annual trail application from the Hugo Snowmobile Club for four snowmobile <br />trails that have been used for the past several years. City staff reviewed the application and is in <br />receipt of all private property permission slips and liability insurance riders. <br />Petryk made motion, Granger seconded, to approve the 2001 -2002 -trail application from the Hugo <br />Snowmobile Club. <br />All aye. Motion Carried. <br />GRAVEL ROADS SURVEY RESULTS (USE OF DUSTLOCK) <br />Earlier this year, Council directed staff to use the Dustlock product on selected gravel roads as a pilot <br />project to better control the dust and compaction of gravel roads. Public Works Director Chris <br />Petree worked with the Dustlock vendor and applied Dustlock on 132°d Street, Ingersoll Avenue, <br />175'' Street, and Inwood Avenue. A survey was sent to those affected property owners, and results <br />of the survey were submitted for the Council to consider in its discussion for possible use in 2002. A <br />number of questions were raised (cost saving? residual value? potholes? compaction at curves on <br />Ingersoll Ave?) to be posed to the vendor. Staff will bring additional information and answers back <br />to Council. For further Council action was required. <br />VACANCY ON BROWNS CREEK WATERSHED DISTRICT <br />Mayor Miron publicly announced that there were two vacancies on the Board of the Browns Creek <br />Watershed District. No Council action was required. <br />
