City Council meeting of January 18, 2000 <br />Page 3 <br />VARIANCE (WUSSLER) <br />Mr. Jack Wussler, 1319 Hewitt Avenue, St. Paul, MN., requested a variance to Hugo City <br />Code, Chapter 263, to construct an individual sewage treatment system on Lot 6, Block 1, <br />Oakshore Park subdivision, without a second drainfield location. This matter was <br />considered by the Council at their meeting of December 6, 1999, at which time action on <br />the application was tabled in order to allow the City Engineer to provide a recommendation <br />regarding the drainage ditch across the property, and to clarify item 4 on page 3 of Jeff <br />Lutz's memo of November 8, 1999. The City Engineer provided a report on his meeting <br />with Kate Drewry of the RCWD, and the property owner, regarding the storm water <br />drainage across the property, and the grade issues raised by Mr. Lutz in his letter of <br />November 8th. Staff' recommended: <br />1. Approval of the variance to construct an individual sewage treatment system on Lot 6, <br />Block 1, Oakshore Park subdivision, without a second drainfield location, as public sewer <br />and water service is planned for the area. <br />2. The City Engineer be authorized to enter into negotiations with Mr. Wussler for the <br />City's cost participation on the grading of Mr. Wussler's property in return for a drainage <br />easement to extend from Ethan Avenue to Bald Eagle Lake. <br />Council member Barnes felt that a more "formal" understanding should be drafted to make <br />sure all parties understand what is being agreed to with this approval. <br />Leroux made motion, Petryk seconded, to approve the variance request of Jack Wussler to <br />construct an individual sewage treatment system on Lot 6, Block 1, Oakshore Park, without <br />a second drainfield location, as this area is scheduled for public improvements in the near <br />future. <br />All aye. Motion Carried. <br />Stoltzman made motion, Petryk seconded, that an agreement be drafted with Mr. Wussler <br />outlining conditions of variance approval and drainage easement across the property. <br />All aye. Motion Carried. <br />CSAR 8 REALIGNMENT STUDY <br />The City Council previously received a proposed Joint Powers Agreement between the City <br />of Hugo and Washington County for a preliminary engineering study to consider the <br />realignment of CSAH 8, from Elmcrest Avenue to Forest Boulevard. The Council tabled <br />action on the request to allow the City Engineer to review the project's Scope of Work with <br />the Washington County Engineer. The Council reviewed Mr. Mitchell's report on the <br />proposed Scope of Work, as well as the Joint Powers Agreement review by the City <br />Attorney. <br />
