City Council meeting of January 18, 2000 Page 4 Haas made motion, Leroux seconded, to approve submission of the letter to Sandy Cullen approving the Joint Powers Agreement, subject to the following: 1. In paragraph 6, on page 3 of the Agreement, the word `written' shall be inserted between the words "supplemental agreement". 2. The City of Hugo believes that the Scope of Work for the project, as prepared by TKDA, devotes insufficient time for public participation in the route selection process. The City desires that a detailed plan for public participation in the prepared and approved by all parties. If necessary, a Supplemental Agreement to the Joint Powers Agreement may be prepared to reflect the additional costs involved in providing for the additional public participation. All aye. INDIVIDUAL SEWAGE TREATMENT SYSTEM INSPECTION PROGRAM Under mandate of the Metropolitan Council, the City of Hugo currently requires all property owners within the City using an individual sewage treatment system to have their system inspected, at a minimum, once every three years. Washington County has offered to assume the responsibility for managing the sewage treatment inspection program, at no cost to the City. As the management of the records of the sewage treatment system is time consuming, and costly, to the City, transfer of this responsibility to Washington County would be advantageous to the City of Hugo. Staff recommended approval of the Memorandum of Agreement for the Provision of Individual Sewage System Management Program, as prepared by Washington County. Petryk made motion, Stoltzman seconded, to approve the Memorandum of Agreement for the Provision of Individual Sewage System Management Program, effective as earliest as possible. Leroux made motion, Barnes seconded, to amend the previous motion by adding that no fee increase will take affect until approved by the City Council. VOTE ON AMENDMENT: All aye. Motion Carried. CUSTOM SLAUGHTER OPERATIONS The City Administrator provided a memo recommending that the City Council establish a committee to review, consider, and recommend the need for adopting regulations covering custom slaughter operations in the City of Hugo. After discussion, the Council determined that the committee should consist of the following: two Council members (Chuck Haas and Jim Leroux), two Planning Commission members, two adjacent property owners, and two facility owners.
