City Council meeting of January 18, 2000 <br />Page 4 <br />Haas made motion, Leroux seconded, to approve submission of the letter to Sandy Cullen <br />approving the Joint Powers Agreement, subject to the following: <br />1. In paragraph 6, on page 3 of the Agreement, the word `written' shall be inserted <br />between the words "supplemental agreement". <br />2. The City of Hugo believes that the Scope of Work for the project, as prepared by <br />TKDA, devotes insufficient time for public participation in the route selection process. The <br />City desires that a detailed plan for public participation in the prepared and approved by all <br />parties. If necessary, a Supplemental Agreement to the Joint Powers Agreement may be <br />prepared to reflect the additional costs involved in providing for the additional public <br />participation. <br />All aye. Motion Carried. <br />INDIVIDUAL SEWAGE TREATMENT SYSTEM INSPECTION PROGRAM <br />Under mandate of the Metropolitan Council, the City of Hugo currently requires all <br />property owners within the City using an individual sewage treatment system to have their <br />system inspected, at a minimum, once every three years. Washington County has offered <br />to assume the responsibility for managing the sewage treatment inspection program, at no <br />cost to the City. As the management of the records of the sewage treatment system is time <br />consuming, and costly, to the City, transfer of this responsibility to Washington County <br />would be advantageous to the City of Hugo. Staff recommended approval of the <br />Memorandum of Agreement for the Provision of Individual Sewage System Management <br />Program, as prepared by Washington County. <br />Petryk made motion, Stoltzman seconded, to approve the Memorandum of Agreement for <br />the Provision of Individual Sewage System Management Program, effective as earliest as <br />possible. <br />Leroux made motion, Barnes seconded, to amend the previous motion by adding that no fee <br />increase will take affect until approved by the City Council. <br />VOTE ON AMENDMENT: All aye. Motion Carried. <br />CUSTOM SLAUGHTER OPERATIONS <br />The City Administrator provided a memo recommending that the City Council establish a <br />committee to review, consider, and recommend the need for adopting regulations covering <br />custom slaughter operations in the City of Hugo. After discussion, the Council determined <br />that the committee should consist of the following: two Council members (Chuck Haas <br />and Jim Leroux), two Planning Commission members, two adjacent property owners, and <br />two facility owners. <br />
