City Council meeting of February 22, 2000 <br />Page 3 <br />McMahon stated that, for security reasons, the Sheriff s Department has expressed interest in <br />sharing the Fire Department's communication room. <br />Stoltzman made motion, Haas seconded, to authorize the Washington County Sheriffs Department <br />to utilize the Fire Department's communication room. <br />All aye. Motion Carried. <br />Chief McMahon was directed to provide a formal request for this action. <br />ATTORNEY'S REPORT (END ZONE LIQUOR LICENSE) <br />At the Council's request, the City Attorney reviewed whether the current holder of the liquor <br />license of the End Zone bar, Ms. Antonina Kramarczuk, was, and is, married to Adrian <br />Kramarczuk, a former licensee, whose license was revoked. In his report, the City Attorney <br />recommended that the CityCouncil direct Ms. Kramarczuk to provide the City written proof, <br />satisfactory to the City Attorney, of her ownership or interest in the corporation, which is operating <br />the End Zone bar, and the City Council conduct a hearing, under Hugo City Code, Section 2.32, to <br />determine whether Ms. Antonina Kramarczuk has had an interest in the previous license, which was <br />revoked; whether the license has been issued only to the applicant as required by Chapter 150, <br />Section 7, Subd. 4, of the City Code; whether the applicant has made a false of misleading <br />statement on any application of the liquor or beer license; whether the applicant has any ownership <br />interest in the license. <br />Barnes made motion, Stoltzman seconded, that the Council direct the Attorney to prepare a <br />statement of the complaint, and notice of hearing, on the four (4) issues, and schedule a hearing for <br />the City Council meeting of March 27, 2000, at 7:00 pm. <br />All aye. Motion Carried. <br />"RAIN GARDEN" REVIEW <br />The Council considered a report prepared by Bethel College students on the use of "rain gardens" to <br />manage urban storm water runoff. Also considered were reviews of the report prepared by the City <br />Water Resource Engineer, the City Engineer, and the City's Park Planner, on the feasibility of using <br />"rain gardens" as storm water management technique in the City of Hugo. This matter is pertinent <br />to the design of Ethan Avenue in the Oakshore Park subdivision. Council member Petryk felt that <br />the City should not make any decisions on this project until May, when all residents of the <br />development have been updated on the new activity. <br />Petryk made motion to be discussion of this matter until the Council meeting of May 15, 2000. <br />Petryk withdrew her motion. <br />Council member Barnes felt that engineering, policy, and maintenance issues should be decided <br />prior to implementation of "rain gardens" in this project. Council member Petryk felt that the <br />previous feasibility report served the needs of residents: ponding, paths, trees, street widths — a <br />"minimal impact" project.
