City Council meeting of April 3, 2000 <br />Page 5 <br />DRAFT HOUSING POLICY <br />Based on Planning Commission and Council guidance, a revised draft of the proposed Housing <br />Policy was considered by the Council. Such a policy is required by the Metropolitan Planning Act, <br />and will need to be submitted to the Metropolitan Council for review and approval. <br />Barnes made motion, Leroux seconded, to approve the Housing Policy, as drafted, and forward to <br />Met Council for their review and approval. <br />All aye. Motion Carried. <br />HOME PURCHASE PROGRAM <br />The Council considered a proposed policy establishing a program to purchase homes in the City's <br />Central Business District to promote and encourage redevelopment of the area and make way for <br />expected TH61 improvements. <br />Barnes made motion, Haas seconded, to adopt RESOLUTION 2000-8, A RESOLUTION <br />ESTABLISHING A PROGRAM TO PURCHASE HOMES IN THE CITY'S CENTRAL <br />BUSINESS DISTRICT. <br />VOTING AYE: Barnes, Haas, Leroux, Petryk, Stoltzman <br />Motion Carried. <br />HOME APPRAISAL <br />At City Council's direction, staff obtained an appraisal for the house at 14607 Forest Boulevard, <br />which is listed for sale at a price of $79,900. The appraisal indicated that the property would have a <br />market value of $83,000. <br />Haas made motion, Barnes seconded, to transfer $90,000 from the City's general fund to the CBD <br />Property Acquistion Fund for the purpose of acquiring the property located at 14607 Forest Blvd. <br />All aye. Motion Carried. <br />Stoltzman made motion, Haas seconded, to negotiate for the purchase of property at 14607 Forest <br />Blvd., at the asking price of $79,900. <br />All aye. Motion Carried. <br />MCES SEWER AGREEMENT <br />The Metropolitan Council has informed the City of Hugo that it will cost approximately $82,994.72 <br />to oversize the new sewer main being constructed from the Centerville lift station on CR8, in order to <br />service expected flow from the City of Hugo. Metropolitan Council has requested that the City <br />reimburse MCES for this cost. Funding for this project would come from the City's sanitary sewer <br />capital improvement fund. <br />
