City Council meeting of May 1, 2000 <br />Page 3 <br />the need for a % ton truck, and has proposed the purchase of a new truck through the state bid <br />process. He has prepared a matrix outlining the City's options. The City's finance director has <br />proposed a source for <br />additional financing for this vehicle that would be from the city's water and sewer operating <br />budget. <br />Stoltzman made motion, Haas seconded, to accept the recommendation of the City's Public <br />Works Superintendent, and approve the purchase of the 2000 Chevrolet % ton truck from <br />Grossman Chevrolet, at a low bid price of $20,789.53. <br />All aye. Motion Carried. <br />JD2 MEDIATION <br />The City received a directive from Judge Muehlberg to mediate JD2 litigation on May 3, 2000, at <br />Hinshaw & Culbertson, 3100 Piper Jaffray Tower, 222 South Ninth Street, at 9.00 am. The City <br />will need to recess tonight's meeting in order for the Council to attend said mediation. <br />CITY HALL SITE VISITS <br />On April 28, 2000, the Council members Barnes, Haas, and Petryk visited the city halls located in <br />White Bear Township, Lino Lakes, and Shoreview. Council member Petryk reported on the <br />visits, and stated that the city hall in White Bear Township was preferred. She also asked whether <br />Hugo's new City Hall could be funded by TIF funds. The City Hall Committee will meet again <br />soon, but no definite date was established. <br />FINAL PLAT (DEER PARK ESTATES) - SCHUMANN <br />The City Engineer recommended that the City Council approve the final plat of 34.85 acres for <br />Deer Park Estates, consisting of nine (9) lots, as it is consistent with the preliminary plat. <br />Leroux made motion, Haas seconded, to approve the final plat for DEER PARK ESTATES, <br />subject to establishment of any drainage requirements for 137te Street Court. <br />All aye. Motion Carried. <br />DEVELOPMENT AGREEMENT (DEER PARK ESTATES) - SCHUMANN <br />The City Attorney recommended approval of the Development Agreement for Deer Park Estates <br />with clarification of the parkland dedication fee originally paid in 1982. The Council conducted <br />an extensive review of the proposed Development Agreement, and made a number of changes to <br />the document. Mr. Schumann agreed to pay parkland dedication for eight (8) lots for a total of <br />$10,800; he received credit for one existing lot. <br />Haas made motion, Barnes seconded, to approve the Development Agreement after the following <br />
