City Council meeting of June 5, 2000 <br />Page 3 <br />number of years, with their last renewal being approved by the City Council in July, 1998. The <br />permit is set to expire on July 1, 2000. City staff reviewed the Mining Permit application from the <br />Atkinsons, as well as the operation, and recommended renewal of the Mining Permit. There have <br />been no complaints received by the City in regard to its operation. The application fee has been <br />paid and received by the City of Hugo. <br />Haas made motion, Stoltzman seconded, to approve the Mining Permit for Dean and Ruby <br />Atkinson for a two-year period, subject to Condition 25 being amended to reflect the $1,000,000 <br />liability insurance provided by the Atkinsons. <br />All aye. Motion Carried. <br />POLLING LOCATION FOR 2000 ELECTIONS (RESOLUTION) <br />City staff recommended that the City Council approve Resolution 2000-12 establishing the <br />following polling locations for the primary and general elections for the year 2000: Ward 1— <br />Hugo Fire Station at 5323 14& Street; Ward 2 — Shepherd of the Field Lutheran Church, 6000 <br />148th Street; and Ward 3 — Rice Lake Park Building, 7032 137b Street. <br />Leroux made motion, Barnes seconded, to adopt RESOLUTION 2000-12, A RESOLUTION <br />ESTABLISHING POLLING LOCATIONS FOR THE PRIMARY AND GENERAL ELECTIONS <br />FOR THE YEAR 2000. <br />VOTING AYE: Barnes, Haas, Leroux, Petryk, Stoltzman <br />Motion Carried. <br />FINDINGS OF FACT FOR WENZEL FARMS OF CLEARWATER CREEK (EAW) <br />The Council considered the Findings of Fact and Responses to Comments generated by the Wenzel <br />Farms of Clearwater Creek EAW process. Comments were received from the MnDNR, the <br />Minnesota Historical Society, Washington County Dept. of Transportation and Physical <br />Development, and Washington County Soil and Water Conservation District. Upon acceptance <br />and approval of the Findings of Fact by the City Council, the Wenzel Farms of Clearwater Creek <br />project will proceed forward. The development received preliminary plat approval at the City <br />Council meeting of August 9, 1999. <br />Leroux made motion, Barnes seconded, to adopt RESOLUTION 2000-13, A RESOLUTION <br />DETERMINING NEGATIVE DECLARATION OF NEED FOR AN ENVIRONMENTAL <br />IMPACT STATEMENT FOR WENZEL FARMS OF CLEARWATER CREEK. <br />VOTING AYE: Barnes, Haas, Leroux, Petryk, Stoltzman <br />Motion Carried. <br />
