City Council meeting of June 5, 2000 <br />Page 4 <br />DEVELOPMENT AGREEMENT (TOWNHOMES OF BALD EAGLET <br />This issue was tabled from the City Council meeting of May 1, 2000, when the Council approved <br />the final plat for the Townhomes of Bald Eagle. City staff had an opportunity to review and revise <br />the Development Agreement with Mr. Black, as per direction from the City Council. The Council <br />discussed the Met Council's density standards, and was assured that their criteria will be used for <br />all future subdivisions. <br />Haas made motion, Leroux seconded, to approve the Development Agreement for the Townhomes <br />of Bald Eagle. <br />All aye. Motion Carried. <br />PROPOSED SLAUGHTERHOUSE ORDINANCE <br />This issue was tabled from the City Council meeting of May 15, 2000, and is brought back to the <br />City Council for further discussion.. The City Council directed City staff to prepare a Conditional <br />Use Permit with specific conditions under which a slaughterhouse would be allowed to operate in <br />the City of Hugo. The City Attorney, City Engineer, and City Administrator discussed the <br />conditions, and the City Attorney prepared a modified ordinance, which accomplishes the desires <br />of the City Council. A revised slaughterhouse ordinance was presented to the City Council for <br />discussion, as well as a proposed resolution affirming the City's prohibition of custom processing <br />and slaughterhouse facilities in the City. Council member Petryk was opposed to the proposed <br />ordinance, as it would allow such facilities in area adjacent to residential development. It was her <br />opinion that these facilities are not appropriate anywhere in the City. <br />Haas made motion, Petryk seconded, to adopt RESOLUTION 2000-14, A RESOLUTION <br />AFFIRMING THE CITY'S GENERAL PROHIBITION ON CUSTOM PROCESSING AND <br />SLAUGHTERHOUSE FACILITIES WITHIN THE CITY OF HUGO, AND DECLINING TO <br />ADOPT FURTHER ORDINANCES TO PERMIT THEIR OPERATION OR ESTABLISHMENT. <br />VOTING AYE: Barnes, Haas, Leroux, Petryk, Stoltzman <br />Motion Carried. <br />If an existing facility wishes to be considered as "grandfathered in", they will need to submit their <br />declaration in writing for determination by the Council. <br />CONDITIONAL USE PERMIT (DAN RAMBERG) <br />At its regularly scheduled in May, the Planning Commission approved a Conditional Use Permit <br />for Mr. Dan Ramberg at 5676 17& Street. The CUP would cover horse -related activities on his <br />property including: rodeo use, campground use, and the tack shop. The horse boarding operation <br />will be considered at a later date. The PC discussed the conditions of the CUP for the rodeo, <br />campground, and tack shop as drafted by the City Planner. The PC approved the CUP, and <br />recommended its approval to the City Council. The Council discussed the request with City <br />
