City Council meeting of June 19, 2000
Page 4
recommended the Council review the City's current needs for mapping services with funding to be
taken out of their respective departments within the City's budget.
Barnes made motion, Leroux seconded, to approve the Agreement for Professional Services,
between the City of Hugo and SEH in connection with Mapping and GIS services, in the amount of
$8,400.00.
All aye. Motion Carried.
PURCHASE HOUSE AT 14687 FOREST BLVD
As per policy direction from the Hugo City Council, City staff was approached by a local realtor
interested in selling a home to the City located at 14687 Forest Blvd. Building Official, John
Benson, and City Administrator, Mike Ericson, met with the realtor and inspected the home and
garage, and asked the realtor to prepare a Purchase Agreement on behalf of the City of Hugo. The
original sale price of the building was $99,000, and City staff was able to negotiate that down to
$85, 000, and that offer is hereby presented to the City Council for approval at this meeting. Two
conditions were written into the Purchase Agreement: 1) the sale shall be contingent upon the City
Council approving the sale on before June 20, 2000; and 2) the sale shall be contingent upon a
satisfactory inspection by the City Building Inspector, with the inspection to be completed on or
before June 9, 2000. The Inspector has made an inspection of the home and garage, and it received
a satisfactory evaluation.
Stoltzman made motion, Barnes seconded, that the City purchase the home at 14687 Forest Blvd,
in the amount of $85,000, and that the City Council authorize staff to rent the home until, at such
time, the property is redeveloped or sold.
All aye. Motion Carried.
DEMOLITION OF HOUSES AT 14607 AND 14645 FOREST BLVD
As the Council is aware, the City purchased the home at 14607 Forest Blvd, and acquired the
house at 14645 Forest Blvd through tax forfeiture. Chief Building Official, John Benson,
conducted an inspection of the two homes to ascertain their condition for possible use as rental
properties. Since both the buildings would require much repair to make them habitable, and
therefore, usable as rental properties, the Building Department recommended that they be
demolished. If the Fire Department should so choose, they could possibly use the buildings, either
in some smoke-filled room training activity, or in practice for the FD cutting holes into roofs.
Because of the buildings' close proximity to nearby residences, it is not possible or practical that
the buildings be used in an actual fire training drill, according to the Fire Chief. Mayor Stoltzman
thought that maybe a "handyman" could rent the house at 14607 Forest Blvd., and bring it into
compliance. The City will retain SAC connection unit, as per Met Council.
Barnes made motion, Stoltzman seconded, to approve the demolition of the houses located at
14607 and 14645 Forest Blvd., and authorize the Building Official to obtain three quotes their
demolition. All aye. Motion Carried.
