City Council meeting of June 19, 2000 <br />Page 5 <br />TRANSFER OUTLOT A IN SWEET GRASS MEADOWS TO THE CITY <br />The developer of Sweet Grass Meadows has requested the City consider accepting a quit claim <br />deed transferring to the City, Outlot A in the Sweet Grass Meadows subdivision. There is a small <br />holding pond that is still in the name of the developer, and it appears he pays $12.00 a year in taxes <br />on this property. City staff reviewed the developer's idea, and does not wish to have the City <br />obtain the parcel of land. The most important issue to City staff is that the developer be <br />responsible for maintaining Outlot A in a manner satisfactory to the adjacent property owners and <br />to the City of Hugo. <br />Leroux made motion, Stoltzman seconded, to notify the developer that the City is not interested in <br />pursuing acquisition of Outlot A in Sweet Grass Meadows at this time, and table the request <br />indefinitely. <br />All aye. Motion Carried. <br />COOPERATIVE AGREEMENT WITH WASHINGTON COUNTY FOR FEDERAL <br />CDBG PROGRAM FUNDS <br />Washington County Administrator, Jim Schug, sent a letter to the City of Hugo inviting the City to <br />join Washington County in becoming part of the Community Development Block Grant Program <br />available through the U.S. Department of Housing and Urban Development. Two weeks ago, <br />HUD officials notified Washington County that it had reached the population threshold of 200,000 <br />to be eligible for CDBG program. Participation in this program will entitle Washington County to <br />$1.03 million annually for a variety of programs that will benefit low and moderate -income <br />residents, including housing and housing rehabilitation, public infrastructure, public service <br />delivery, and economic development. The grand funds will be available in July, 2001. In order to <br />receive the full million dollars of available funding, the City of Hugo will have to approve a <br />Cooperative Agreement with the County. If the Agreements approved by the cities in Washington <br />County represent less than 200,000 of the County's residents, the amount of the CDBG grant will <br />be reduced. Only communities that have signed an Agreement will be eligible to receive funds. <br />Council member Petryk questioned whether funding could be used for senior housing, and City <br />Administrator, Mike Ericson, stated that he will find out. <br />Leroux made motion, Petryk seconded, that the City approves the Cooperative Agreement, <br />between Washington County and the City of Hugo, making the City eligible for the Federal <br />Community Development Block Grant Program. <br />All aye. Motion Carried. <br />SENATE FILE 2081 (RELIGIOUS LIBERTY PROTECTION ACT) <br />The League of Minnesota Cities Bulletin magazine included an article on the Religious Liberty <br />Protection Act contained in U.S. Senate File 2081, which, if passed, could subject local <br />governments to a flood of litigation, and could attach local efforts to coordinate zoning and land <br />use regulations and uphold public safety, health, and welfare concerns.
