City Council meeting of December 18, 2000 <br />Page 3 <br />Haas made motion, Leroux seconded, to adopt RESOLUTION 2000-54, A RESOLUTION <br />APPROVING LIQUOR LICENSES AND RELATED LICENSES FOR THE YEAR 2001. <br />VOTING AYE: Barnes, Haas, Leroux, Petryk, Stoltzman <br />Motion Carried. <br />SWEET GRASS MEADOWS DITCH PROJECT <br />At its November 6, 2000 meeting, the City Council considered the Sweet Grass Meadows ditch <br />project, and reviewed a number of options, including one new option that would result in the <br />construction of a retaining wall along Oneka Lake Blvd, and the installation of an underground <br />drainage pipe. Council directed the City Engineer to bring back cost estimates for this work, along <br />with a ditch profile design. City Engineer, Dave Mitchell, prepared a new ditch profile option that <br />includes a retaining wall, and construction and installation of a underground drainage pipe at a cost <br />estimate of $115,000. The Engineer reviewed the different options, and recommended that the <br />Council consider the most simple and economical option of filling in the ditch with 2 ft of borrowed <br />fill, and working with the developer to reseed and resod the ditch profile as necessary. Homeowners <br />along the Sweet Grass Meadows ditch project were present at the Council meeting to provide final <br />comments the Council may deem necessary in making its final decision. <br />Leroux made motion, Haas seconded, to accept the Engineer's recommendation for Option A, at a <br />cost of $20,000, and that Encroachment Agreements be obtained from property owners for work <br />performed on their property. <br />Council member Petryk suggested that the City be responsible for the entire cost of the project. <br />Property owner, Nathan Siebenaler, questioned why property owners could not work on their own <br />property. He had previously obtained quotes for labor and materials at a reduced cost. Leroux and <br />Haas withdrew their motion. Mr. Siebenaler was advised to prepare a revised grading plan, along <br />with a plan for installation of the pipe, and submit his proposal to the Council. Council member <br />Barnes suggested that future Development Agreements be worded in such a way as to prevent this <br />occurrence from happening again. <br />LEGISLATION FOR SALE TAX EXEMPTION FOR CONSTRUCTION MATERIALS <br />In a recent issue of the League of Minnesota Cities, Cities Bulletin, staff reviewed an opportunity for <br />the City of Hugo to sign on with the League for a sales tax exemption on local government <br />purchases. More specifically, there may be an opportunity for special legislation for the City of <br />Hugo construction of the new City Hall whereby it could save the 6.5% sales tax on any materials for <br />the construction of the new City Hall. <br />Leroux made motion, Stoltzman seconded, authorizing staff to proceed with proposed legislation for <br />a sales tax exemption on local government purchases. <br />All aye. Motion Carried. <br />
