City Council meeting of May 17, 1999 <br />Page 3 <br />SUP (JACKSON/RIVER CITY ASPHALT) <br />On May 3, 1999, the Council tabled action on an application by River City Asphalt to operate an asphalt <br />plant on property owned by the Jacksons along Fenway Boulevard, north of 130th Street. The Council <br />considered written findings of the Planning Commission's recommendation for denial of the permit. The <br />Council requested that the following be considered for inclusion in the findings to be drafted by the City <br />Attorney: volume of truck traffic, proximity to City water tower, lies within the groundwater recharge <br />area, noise pollution, and proximity to dense residential development. <br />Petryk made motion, Barnes seconded, to deny the request of River City Asphalt to operate an asphalt <br />plant on property located along Fenway Boulevard, north of 130th Street. The City Attorney is directed <br />to prepare a Findings of Fact for Council review at their meeting of June 7, 1999. <br />All aye. Motion Carried. <br />GREENE AVENUE PETITION <br />The City received a letter from three property owners along Greene Avenue, north of Oneka Lake <br />Boulevard, requesting a price for the cost ofinstalling curb and gutter on the east side of Greene Avenue. <br />The street is currently planned for improvement to the City's rural standard as part of the development of <br />the Sweet Grass Meadows subdivision. A memorandum, prepared by the City Administrator, estimates it <br />would cost approximately $53,875 to upgrade the road to the City's urban street standard. The <br />developer should be notified to delay paving of Greene Avenue until a decision is made relative to the <br />property owner's request. <br />Stoltzman made motion, Barnes seconded, directing staff to send a letter to property owners along <br />Greene Avenue requesting a formal petition be submitted. <br />All aye. Motion Carried. <br />PRELIMINARY PLAT (ONEKA LAKE VIEW SOUTH) <br />At the Council meeting of April 19, 1999, the Council tabled consideration of the preliminary plat of <br />Oneka Lake View South in order to review the grading plan for street access and shared driveway. The <br />Council considered a grading plan, as well as the Fire Chiefs comments on the public street access, and a <br />declaration of private driveway easements and maintenance prepared by the developer. Councilman Haas <br />was not convinced that the developer had met the criteria for PUD approval; specifically, does each lot <br />meet the 4,200 sq ft building requirement. The Council discussed the development at length relative to <br />City ordinance, as well as the Fire Chief s concerns. <br />Barnes made motion, Stoltzman seconded, to approve the PUD/SUP request of North Suburban <br />Development for the preliminary plat of Oneka Lake View South to construct six townhomes subject to <br />the following: 1) Lots 1 - 6 incorporate wetland area to the south into one parcel commonly owned by <br />all lots; and 2) homeowner association document be drafted. <br />Voting AYE: Barnes, Stoltzman <br />Voting NAY: Haas, Petryk Motion Failed. <br />
