City Council meeting of June 21, 1999 <br />Page 2 <br />date. Mayor Stoltzman questioned siltation problems in the project. The City Engineer stated that this <br />matter would be remedied as the project nears completion. <br />Stoltzman made motion, Leroux seconded, to reduce the letter of credit for the Creekview Preserve <br />subdivision to $334,000, as recommended by the City Engineer. <br />All aye. Motion Carried. <br />BALD EAGLE INDUSTRIAL PARK (3RD PARTY REVIEW) <br />Bob Foster and Steven Carlson of Foster, Wentzell, Hedback & Brever, LLC., were present at the <br />Council meeting to provide their firm's proposal for review of the BEEP development project. Their <br />firm would provide a neutral examination of the Park project, and draw conclusionstsolutions to <br />minimize financial risk or loss to the City. Council member Barnes felt that the City could change <br />authority of the EDA, and if there was a problem, change the marketing prospectus for the property. <br />Haas made motion, Petryk seconded, to table this matter allowing time for the Council to review an <br />updated proposal. <br />All aye. Motion Carried. <br />SPECIAL USE PERMIT (ONEKA LAKE VIEW SOUTH) <br />Based on Council direction during their meeting of June 7, 1999, the Council reviewed a draft SUP for <br />construction of three twinhomes (six units) as part of the Oneka Lake View South subdivision. In <br />addition to approval of the SUP, the developers are requesting approval of the preliminary plat for the <br />subdivision. Council member Petryk felt that the lots were too small for the number of twinhomes (3) <br />planned for the property. Councilman Haas did not feel that the developer has provided 15% open <br />space as required in PUD developments. The Council then questioned how many single family units <br />could be constructed, but was not able to make a determination because the plat provided them did not <br />have a scale. <br />Petryk made motion, Barnes seconded, to table this request until such time as the developer has <br />answered concerns raised by the Council. <br />All aye. Motion Carried. <br />BEAVER PONDS 3RD ADDITION (DEVELOPMENT AGREEMENT) <br />The Council reviewed a proposed Development Agreement between the City of Hugo and Oakwood <br />Land Development for Beaver Ponds 3rd Addition. It was noted that the Agreement did not include <br />escrow for sealcoating roads, and reference to a PUD should be removed. <br />Leroux made motion, Barnes seconded, to approve the Development Agreement between the City of <br />Hugo and Oakwood Land Development for Beaver Ponds 3rd Addition, as amended. <br />All aye. Motion Carried. <br />
