City Council meeting of June 21, 1999 <br />Page 3 <br />BEAVER PONDS 3RD ADDITION (FINAL PLAT) <br />The Council considered a letter from the City Engineer recommending approval of the final plat for <br />Beaver Ponds 3rd Addition. <br />Barnes made motion, Haas seconded, to approve the final plat for BEAVER PONDS 3RD <br />ADDITION; as recommended by the City Engineer. <br />All aye. Motion Carried. <br />FRANCEWS MEADOWS (DEVELOPMENT AGREEMENT) <br />The Council considered an amendment to the Development Agreement for the Francine's Meadows <br />subdivision. The Agreement was revised based on the Council's previous approval of allowing the <br />development in two phases. The Council requested the following inclusions to the Agreement: Page 2, <br />insert June 21, 2000 for submission of final plat for the second phase; and a paragraph from the City <br />Engineer's letter of June 16, 1999 that the developer provide proper legal documents giving the City a <br />ponding easement over the ponding area to the south Francine's Meadows. <br />Barnes made motion, Stoltzman seconded, to approve the Development Agreement Addendum for <br />Francine's Meadows as amended. <br />All aye. Motion Carried. <br />TOWNHOMES OF BALD EAGLE LAKE (CONCEPT APPROVAL) <br />Council consideration of a concept proposed by Royal Oaks Realty for the development of <br />approximately 40 acres of property near the City's south water tower into the subdivision to be known <br />as Town Homes of Bald Eagle Lake was tabled at the regular Council meeting of May 17, 1999. A <br />lengthy discussion continued after a revised sketch plan was submitted reducing the development from <br />194 to 185 units. Council members Petryk and Haas felt that the project was inadequate in that there <br />was no provision for a park; recreational open space did not meet the 15% area requirement; <br />development was too dense; and the desirability of private roads versus public. Mike Black, <br />representing Royal Oaks Realty, again stated his desire to obtain concept approval from the Council, <br />and their plans to appear before the Planning Commission at their July, 1999 meeting with a request for <br />preliminary plat approval. <br />Leroux made motion, Barnes seconded, to approve the concept for the Townhomes of Bald Eagle Lake <br />as presented by Royal Oaks Realty, subject to the developer clarification of issues regarding open <br />space, roads, and density. <br />VOTING AYE: Leroux <br />VOTING NAY: Barnes, Haas, Petryk, Stoltzman <br />Motion Failed. <br />
