City Council meeting of July 12, 1999 <br />Page 2 <br />INDUSTRIAL PARK LISTING AGREEMENT <br />Mr. Richard Ellis, a land broker working for Coldwell Banker, requested a Brokerage Agreement to <br />represent the City for the sale of property in the BEIP. Review of the listing Agreement proposed by <br />Mr. Ellis raises concerns that it would be an exclusive listing, and that Mr. Ellis would receive a 10% <br />commission for sale of property in the Park. In response, the City Attorney prepared a separate <br />proposed Sale Listing Agreement, providing a 5% commission of the gross sale price to the broker. <br />Staff recommended adoption of the Sale Listing Agreement, as drafted by the City Attorney. Because <br />Council member Barnes had questions regarding the Agreement: <br />Barnes made motion, Haas seconded, to table this matter until the Council meeting of July 19, 1999. <br />All aye. Motion Carried. <br />CITY PLANNER <br />At Councilman's Haas request, OSM provided the an offer to provide planning service for the review <br />of major subdivisions. The City Administrator stated that there was $15,000 in the budget, and <br />discussed hiring someone who could handle a broader scope of work than just planning (entry level <br />position) or someone with more credentials such as a Community Development Director. It was not <br />clear what impact a building moratorium would have on such a position, and if the position would be <br />temporary or permanent, full time, and where to "put" him/her? The Administrator will prepare job <br />descriptions for Council review. <br />Leroux made motion, Stoltzman second, authorizing hiring Jeff Lutz of OSM to assist staff in plan <br />review. <br />All aye. Motion Carried. <br />ROAD WIDTH STANDARDS <br />The Council reviewed a report from the City Engineer regarding a request from the RCWD that the <br />City adopt standards allowing narrower road widths within the community. Mr. Angus recommended <br />that the City establish a special commission to review the community road -width standards and provide <br />a recommendation to the Council. <br />Barnes made motion, Stoltzman seconded, directing staff to draft a letter to the RCWD, for Council <br />review, outlining the City's view point on the District's request for standards allowing narrower roads. <br />STAFF EVALUATIONS <br />The Council previously received evaluation forms for City staff, all of which have not yet been returned <br />to the City Administrator or the City Attorney, as appropriate. No formal action was need. <br />EMPLOYEE BENEFIT REQUEST <br />The Council considered a letter from an employee requesting a cash payment in lieu of receiving <br />
